In-Flight Paramedic – Justice Prisoner Air Transportation System (JPATS)

Location: JPATS Hangar, Will Rogers Airport, Oklahoma City, OK

Clearance/Background Requirement: Tier 1 (Low Risk) Background Investigation

Schedule: Minimum 96 hours/month; Monday–Friday with on-call flexibility

Travel: Frequent CONUS travel with overnight missions

Contract Type: Hourly; minimum 2 hours per call-up

Position Overview
The In-Flight Paramedic provides direct medical care and emergency response during prisoner air transport missions conducted by the United States Marshals Service (USMS) / JPATS Division. This role supports federal prisoner movements, state/local law enforcement requests, and emergency operations in support of national security. Duties include continuous medical oversight, documentation, medication custody, flight readiness preparation, incident reporting, and coordination with federal aviation/security personnel.

Primary Responsibilities
-Deliver emergency and routine medical care during JPATS flight missions.
-Complete medical record reviews prior to boarding and ensure all documentation is current.
-Maintain custody and control of all medications, medical records, and medical equipment assigned during missions.
-Administer medications and treatments as directed by authorized medical personnel.
-Monitor, assess, and respond to medical needs of prisoners and crew throughout flights.
-Identify and report communicable disease risks and health-related safety concerns.
-Submit written medical incident reports within required timeframes.
-Prepare medical equipment and supplies for flight operations and restock following missions.
-Coordinate with the Aviation Enforcement Officer in Charge and designated medical authorities.
-Execute symptom screening, post-incident assessments, and follow required reporting procedures.
-Maintain professional conduct, confidentiality, and adherence to federal security and operational rules.
-Participate in required orientation and adhere to dress, uniform, and conduct standards.

Core Requirements
-U.S. Citizen, age 21 or older.
-High school diploma or equivalent; fluent in written and spoken English.
-Valid driver’s license with acceptable driving history.
-Minimum of three years of verifiable Paramedic experience.
-Ability to remain composed and make critical medical decisions under pressure.
-Strong interpersonal skills and ability to interact professionally with law enforcement and detainee populations.
-Must be physically capable of prolonged flight duties, emergency response, lifting, walking, and medical intervention in restricted environments.

Required Certifications
-National Registry Paramedic (NREMT-P)
-CPR
-Automatic External Defibrillator (AED)
-Advanced Cardiovascular Life Support (ACLS)
-Bloodborne pathogens training and proof of continuing education

Work Schedule & Deployment
-Minimum staffing requirement of 96 hours monthly.
-Flight schedules may change on short notice; must respond within two hours when activated.
-Missions may run 2–16 hours per day and may include multiple overnight stays each week.
-Must arrive prepared with personal essentials due to unpredictable mission timelines.

Professional Standards
-Maintain a neat and professional uniform appearance (khaki tactical trousers, green polo, black duty footwear, weather gear as required).
-Maintain confidentiality, patient safety, and strict compliance with federal conduct rules.
-No weapons of any kind permitted while on duty or on any assigned aircraft.
-No unauthorized electronic devices permitted during flight operations.
-Must avoid conflicts of interest, improper associations, and unauthorized interactions with detainees or their associates.

Travel & Equipment Responsibilities
-Responsible for the custody and return of assigned medical equipment.
-Frequent domestic travel required, including remain-overnight missions.
-Travel reimbursement will follow federal travel guidelines and documented expense procedures.

Evaluation & Compliance
-Performance will be assessed on quality of care, professionalism, mission readiness, documentation accuracy, and ability to -follow federal protocols.
-Attendance at required orientation and training is mandatory prior to full duty assignment.
