Under the supervision of the Ak-Chin Gaming Commission, the Executive Director develops, coordinates, and administers a comprehensive departmental program to ensure that day-to-day operations of the casino meet the compliance and policy standards of Tribal, State, and Federal gaming laws, rules and regulations. This position is an over-time exempt position. Experience equivalent to ten (10) years full time upper management level work in the gaming industry and a Bachelor’s degree in Business Administration, Public Administration, Law, or closely related area. Must possess a valid gaming license/certification from the State of Arizona and/or the Ak-Chin Indian Community Gaming Commission within the required time of licensing procedures. Must possess a valid Arizona driver license and be insurable under the Community’s insurance carrier.

  • Adheres to the chain-of-command and follows communication protocol in all activities and action as directed by the Tribal Gaming Commission.
  • Oversees, supervises, and administers the entire Tribal Gaming Agency (TGA) operations including supervision and evaluation of key tribal gaming employees including the Chief of Enforcement, Licensing Supervisor, Slot Compliance Administrator, Secretary, and Audit Staff. Ensures that all TGA employee conduct is in compliance with TGA Personnel Policies and Procedures and that all policies are consistently enforced and maintained in accordance with the Tribal Gaming Code, and the Tribal Gaming Rules.
  • Prepares, regulates, records, and administers the TGA annual budget with supervision from the Ak-Chin Gaming Commission. Plans for appropriate departmental expenditures annually and ensures proper compliance with the Ak-Chin Indian Community finance policies And Procurement Manual. Acts as a fiduciary for the TGA annual budget. Reports the status of all aspects of the annual budget each month to the Ak-Chin Gaming Commission.
  • Prepares written Monthly Reports and Annual Reports of TGA activities, including Executive Director’s activities, and submits to the Tribal Gaming Commission and Community Council.
  • Supervises and determines staffing, recruits and advertises open positions, and prepares interview questions. Determines staff training needs and administers appropriate training to ensure staff is knowledgeable and competent in regulations, laws, policies and procedures of the TGA. Manages current personnel through compliance of the Tribal Gaming Code and Policies and Procedures. Evaluates and counsels employees. Manages employee disciplinary actions, suspensions, and terminations through the established procedures of the TGA Personnel Policies and Procedures..
  • Directs the review of applications for gaming licenses and certifications and ensures that compliance standards for licensing are met in accordance with Federal, State, and Tribal policies. Directs the review of background investigation reports to guarantee they are complete and accurate. Recommends or rejects licensing requests based on review of applicable information. Responsible for the issuance of license suspensions, Notices of Concern, and Notices of Violation. Notifies the National Indian Gaming Commission (NIGC) of the results of background checks. Recommends sanctions for violations of the Gaming Code.
  • Serves as a resource for the Tribal Gaming Commission on issues related to regulatory compliance and relevant industry changes.
  • Serves as a liaison between the Ak-Chin Indian Community TGA and all Federal, State, and other Tribal regulatory agencies. Gathers data on proposed state and federal legislation and consistently and uniformly provides updates to the Gaming Commission. Serves as liaison with the Gaming Facility Operator who operates under a Management Agreement with the Ak-Chin Indian Community.
  • Conduct, integrity, and professionalism of the Executive Director is primary and must be in compliance with the TGA Personnel Policies and Procedures, and the Tribal Gaming Code. Serves as the primary contact in relations between the TGA and the Casino management personnel. The Executive Director’s conduct as liaison and Community representative must be executed in the utmost courteous, professional, and ethical manner and also must possess the highest integrity in relations with all individuals and departments in the Harrah’s Ak-Chin Casino, the Ak-Chin Indian Community Council and the Ak-Chin Tribal Gaming Commission. The Executive Director must possess ethics and integrity in all matters with Tribal, State, and Federal agencies.
  • Manages and supervises the Audit Division of the TGA. Arranges for the annual audit of all authorized gaming and provides a copy of the audit to the NIGC. Guarantees that all gaming activity is conducted in a manner that protects the environment and the public’s health and safety.
  • Ensures that a records management and retention system is maintained and ensures that confidential records are protected from unauthorized release.
  • Completes probationary and annual performance evaluations of all direct reports and ensures that Supervisors complete probationary and annual performance evaluations of their staff.
  • Schedules and administers proper procedures for all hearings as a result of gaming related offenses, including license suspensions.
  • Maintains and strengthens regulatory relationships and provides regulatory guidance to the TGA on all regulatory issues.
  • Maintains appropriate documentation on incidents within the TGA and keeps the Gaming Commission informed in a timely manner.
  • Develops Standard Operating Procedures for use within the TGA.
  • Responsible for developing a Strategic Plan to guide the TGA and assist staff in developing goals and objectives.

  • Knowledge of Ak-Chin Indian Community/State of Arizona Gaming Compact and any subsequent Compact Amendments.
  • Knowledge of the Ak-Chin Indian Community and Gaming Code regarding gaming.
  • Knowledge of Minimum Internal Control Standards and Tribal Internal Control Standards.
  • Knowledge of the Indian Gaming Regulatory Act.
  • Knowledge of the National Indian Gaming Commission.
  • Knowledge of the National Indian Gaming Association.
  • Knowledge of Class II and Class III Gaming.
  • Knowledge of Event Wagering.
  • Knowledge of Federal, State, Tribal and Gaming Code regulations .
  • Knowledge of applicable Federal, State and Tribal employment laws, policies and procedures.
  • Knowledge of basic law enforcement principles, practices and procedures.
  • Knowledge of investigation principles and practices.
  • Knowledge of customer service/public relations principles and practices.
  • Knowledge of the general principles and practices of management and supervision with an emphasis on public management including departmental employee relations and management of employees in accordance to the TGA Personnel Policies and Procedures and the Tribal Gaming Code.
  • Knowledge of gambling and gaming practices, equipment and devices.
  • Skill in establishing and maintaining effective working relationships with Federal, State, and Tribal regulatory agencies; contract providers, vendors, law enforcement agencies; co-workers, the general public, and the ability to establish and maintain impartiality of departmental employees and members of the Ak-Chin Gaming Commission.
  • Skill in preparing and maintaining reports and documentation necessary for regulatory audits.
  • Ability to exercise initiative, work independently, and meet deadlines.
  • Skill in ensuring the health and safety of the public and employees involved in gaming activities.
  • Skill in applying investigative techniques and practices.
  • Skill in applying public relations/customer service techniques in responding to inquires from a wide variety of sources.
  • Must possess strong leadership, administrative and organizational skills. Ability to communicate openly and effectively utilizing diplomacy and tact, and possess conflict resolution skills.
  • Maintain strict department security, confidentiality, and quality to meet professional standards of the TGA.
  • Ability to travel locally and out of state to attend meetings and trainings as needed.
