Position Summary:

With supervision from the VP of Safety and Security, the Manager of Safety Programs, including, Aviation Safety Action Program (ASAP), Flight Operational Quality Assurance (FOQA) and Fatigue Programs, is responsible for the day-to-day administration of three ASAPs (Dispatch, Flight and Maintenance), the FOQA and two Fatigue Programs (Pilot and Inflight).

These programs demand a high degree of technical knowledge and professionalism while working with other internal stakeholders, the Federal Aviation Administration (FAA), associated Labor Representatives and other organizations throughout the aviation industry, and support the Corporate Safety Management System (CSMS) and 14 CFR Part 5 (FAA) requirements.

  • ASAP Program Management:
    • Administer the Aviation Safety Action Programs (D-ASAP, P-ASAP and M-ASAP)
    • Ensure the economic efficiency of Aviation Safety Action Programs.
    • Maintain the confidentiality and integrity of the information and employees involved in each program.
    • Address all safety concerns to the Company immediately and in a professional manner.
    • Preserve the reputations of the programs to maintain their efficacy.
    • Work with other Company departments, Air Traffic Control facilities, and other organizations to mitigate potential safety issues.
    • Be available 24/7 to answer questions of pilots when time critical safety issues arise.
  • Program Coordination
    • Coordinate between FAA, Union, and Company representatives and foster a good working environment within the committee to maintain productivity and CRM within the group.
    • Work with the FAA in Washington, DC to ensure proper maintenance of the ASAP and adherence to the Memorandum of Understanding (MOU) as signed by the Unions, AWAC, and the FAA.
    • Schedule and facilitate all conference calls and in-person meetings of each Event Review Committees (ERC).
  • Information Dissemination / Composition
    • Coordinate with Recurrent Ground School Instructors to brief pilots on hot items and answer questions relating to the program and its administration.
    • Write newsletter articles for each program as directed by each ERC and publish those sections of AWAC Safety Newsletter.
    • Write PIFs, ASAP Alerts, and other necessary communications to report high profile safety issues quickly to the pilot group and / or SOC team.
  • Database Management
    • Transfer notes accurately and quickly from each meeting to the appropriate programs database.
  • Documentation / Reporting
    • Generate and publish monthly and quarterly statistics as required in the AWAC / FAA MOU and ASAP guidelines.
  • Flight Operations Quality Assurance Program Management:
    • Manager and Subject Matter Expert responsible for all required functions of the FAA - approved FOQA program.
    • Ensures all requirements of the FAA FOQA Implementation and Operations plan are continually being met.
    • Responsible for all FOQA program data collection, processing, storage and protection functions.
    • Responsible for all FOQA data event and trend analysis.
    • Create all required FOQA reporting to internal and external customers including the FAA and the FAA-sponsored Aviation Safety Information Analysis and Sharing (ASIAS) program.
    • Facilitate FOQA Monitoring Team (FMT) meetings and activates including creation of meeting schedules, agendas, minutes, action items and recommendations.
    • Manage FOQA alerts and FOQA flight training curriculum development functions.
    • Corporate Liaison for all required FAA, ASIAS and Data Fusion Program activities.
  • Fatigue Program Management:
    • Manager and Subject Matter Expert responsible for all required functions of the Flight and Inflight Fatigue Programs.
    • Ensures all requirements of the Fatigue Programs are continually being met.
    • Responsible for all Fatigue program data collection, processing, storage and protection functions.

Required Competencies:

  • Judgment and initiative necessary in setting priorities, meeting deadlines and maintaining program requirements. Suggest new policies and procedures to improve value and efficiency within the Safety Management System.
  • Frequent personal and telephone contact with co-workers, the FAA and Labor Representatives.
  • Occasional contact with other airline management personnel and industry representatives.

Education & Experience:

Required:

  • Associates degree or equivalent.
  • Ability to handle multiple tasks.
  • Part 121 and 135 experience.
  • Three years of experience with data mining, analysis, trending and reporting preferred.
  • Strong computer skills, including Microsoft Office Suite, Internet courseware development tools, and e-mail required.
  • Experience in flight operation performance data, statistical and risk analysis preferred.
  • One to three years related experience – Aviation Flight Operations, Aviation Safety Programs or Airline Operations experience preferred.
  • Excellent communication and organizational skills required.
  • Web-based communication experience required.
  • Able to balance competing demands with producing quality results in a fast-paced environment required.
  • Experience in a Lean, Six Sigma or other continuous improvement strategies preferred.
  • Excellent customer service skills.
  • Strong analytical skills and logical aptitude to work with complex regulatory requirements.
  • Excellent time management and prioritization skills.
  • Ability to act as an advocate for change.
  • Ability to work independently.
  • Ability to maintain information confidentiality.
  • Strong ability to work in a team environment and to help others assimilate into the team.

Preferred:

  • Pilot’s license with ATP rating
  • Check Airman or Instructor experience

Work Environment, Physical Demands & Travel:

  • Occasional travel required.
  • Majority of time spent at low physical activity level, i.e., sitting.
  • Occasional standing, walking, movement required.
