AFRL/RFDM seeks to hire a senior level DR-0801-III Senior Project Engineer at Wright Patterson AFB in Dayton, OH. The incumbent will serve as a Resilient and Assured Microelectronics (RAM) Branch Senior Project Manager directly supporting externally and internally funded microelectronics assurance efforts.
Position duties and responsibilities include, but are not limited to:
- Strategic R&D Leadership: Lead technology partners in highly complex technical areas to develop comprehensive strategies for R&D in microelectronics assurance programs.
- Portfolio & Contract Management: Lead the development and execution of RAM contracts and microelectronics research efforts. Manage both internal and external contracts, including the formulation of contract vehicles and strategies for large-scale developmental initiatives.
- Execution & Oversight: Drive and manage portfolio execution in strict accordance with AFRL/RF and external customer requirements. Oversee comprehensive execution reviews in coordination with AFRL/RF financial management, branch leadership, and key stakeholders.
- Stakeholder Integration: Coordinate effectively between Branch leadership and external programs to guarantee the delivery of protective technologies to the warfighter.
- Executive Communication: Translate and communicate highly complex technical, programmatic, and management information across multiple organizational levels within the DoW, directly briefing senior leaders and management on behalf of the branch.
- Programmatic Decision-Making: Perform oversight across a broad range of R&D and contract efforts, making critical decisions that significantly impact science and technology trajectories. Ensure all assigned projects strictly meet cost, schedule, performance, and security objectives.
- United States Citizenship.
- Ability to maintain Top Secret clearance with access to SCI.
- Applicants must have at least one year of specialized experience in microelectronics or related fields at the DR-2 or equivalent grade in other pay systems.
- Applicant must be able to meet the OPM Qualification Standards of the position being filled https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/files/all-professional-engineering-positions-0800.pdf.
- This position is an Acquisition Professional Development Program (APDP) position requiring Level/Tier 2 (Practitioner) Non-Critical certification in Engineering &Technical Management (N); experience requirement is 4 years; and the selectee will have 60 months to meet APDP requirements, or a waiver must be obtained.
- To qualify for this position, candidates should demonstrate experience and proficiency in the following areas:
- Graduate Degree in microelectronics is highly preferred.
- Extensive experience in federal or defense acquisition, contract development, and financial execution.
- Proven ability to manage large-scale, highly complex technology, S&T, or R&D portfolios (experience in microelectronics or hardware assurance is highly preferred).
- Strong executive-level communication skills, with a track record of briefing senior military and civilian leadership.
- Demonstrated ability to navigate complex organizational structures and align external/internal funding streams with mission requirements.
