- Performs expert-level engineering across electronics, mechanical, systems, and aerospace disciplines to direct and coordinate complex research projects.
- Applies advanced engineering theories and standards to ensure projects align with program objectives, budgets, schedules, and performance criteria.
- Utilizes diverse engineering practices to identify and resolve high-level technical issues while maintaining consistency with organizational policies.
- Defines research objectives independently, develops and evaluates alternatives, and documents findings related to human performance research and education.
- Demonstrates mastery in applying innovative, multidisciplinary techniques to resolve systemic issues and meet program goals.
- Identifies new concepts and future technology requirements, presenting detailed technical reports and briefings to influence program direction.
- Consults and coordinates with the Air Force, DoD, academic institutions, and industry partners to drive project success.
- Promotes a culture of IP development and protection, ensuring technical innovations are documented, rewarded, and transitioned for commercialization.
- Coordinates with other units within Air Force Research Laboratory and across the weapons enterprise to ensure unified program development .
- Coordinates with outside organizations to establish operational requirements and collaborate in joint ventures for advance weapons research.
- Establishes and maintains liaison with industrial communities as well as other government agencies on matters pertaining to new technologies and application of technology to provide solutions to operational technical challenges.
- Reviews technical publications as part of technical publication review process.

Required Qualifications
- US Citizenship
- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; employee must be able to obtain and maintain a Top Secret/SCI Security Clearance. This is a Drug Testing designated position.The incumbent will be subject to random testing.
- At least one (1) year of specialized experience at the next lower grade GS‑13 DO/DR‑02; or equivalent experience in other pay systems.
- This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP). The successful candidate must have the ability to attain the level of Practitioner in APDP Engineering and Technical Management (N). Applicants for this position must list any acquisition certifications in resume.
- Employees may be required to work overtime.
- Must file an OGE Form 450, Confidential Disclosure Report, upon appointment and will be required to file annually.
- This position may be filled under multiple occupational series. Applicants are required to meet all OPM Qualification Standard requirements for the applicable occupational series and grade.
- At least three years of technical experience with primary duties in weapon systems and subsystems research, development, demonstration, acquisition, and/or test and evaluation
- Experience with MIL-STD 1316 and fuze development and fuze integration into munition systems and previous interaction with the fuze safety boards (NNMSB, FESWG, ect) is highly desired
- Demonstrated ability to lead a complex fuze or munition system design with competing sub-system requirements and technical disciplines
- Demonstrated ability to lead a highly technical team to build consensus, seek alternative viewpoints from others, and identify and resolve conflicts/problems with the workforce
- Demonstrated ability to integrate emerging technologies, tools, and methods (e.g. machine learning and artificial intelligence) intentionally for rapid fuze and munitions design and technology development
- Experience identifying internal/external funding opportunities and successfully funding programs ranging from 6.1 – 6.4 technology development
- Experience facilitating and enabling internal/external collaboration and partnerships for research and technology development
- Experience maintaining and growing a portfolio of technical projects with different levels of technical maturity and the ability to accelerate technology development by leveraging the different technologies being tracked and matured
- Experience critically thinking about strategic and/or leadership guidance to organize, train, and equip the workforce to meet mission objectives.
- Ability to define the technical vision of the team, grow and cultivate essential expertise and work with higher level technical leadership to integrate technology area vision.
- Experience interfacing/collaborating with or within the Department of War and Department of Energy (DOE) weapons research/acquisition community
- Experience collaboration and facilitating joint technology development with Academic, DoD tri-service, DOE and Industry partnerships
- Experience working classified research and development and/or acquisition programs
- Excellent ability to oversee project management to include awareness of contracting, finance, and scheduling for program execution
- Excellent communication (written and oral) and interpersonal skills
- Ability to cultivate and sustain a professional environment of cooperation, cohesion, and teamwork in a complex, non-standard, and fast-paced environment
