This position supports the planning, sustainment, modernization, and governance of digital enterprise capabilities across the Air Force Research Laboratory (AFRL). The position integrates IT portfolio management, compliance reporting, performance analysis, software-license planning, hardware-support planning, and stakeholder coordination to ensure IT investments remain aligned with mission priorities and DAF policy.

Position Duties Include, But Are Not Limited To
- Portfolio Management and Governance: Manages IT investment, compliance, financial, and performance data; supports annual portfolio-health assessments; and provides analysis to the DCD Sustainment Portfolio Owner and other decision-makers.
- Strategic Alignment and Optimization: Evaluates IT capabilities for alignment with AFRL mission objectives, enterprise architecture, functional requirements, and DCD Strategy. Identifies redundant, inefficient, obsolete, or non-interoperable capabilities and recommends appropriate actions.
- Acquisition and Sustainment Support: Supports planning and management of software licenses, hardware maintenance, and support contracts. Assesses cost, schedule, performance, and risk to sustain operational IT capabilities and minimize service disruption.
- Metrics and Reporting: Develops, tracks, and reports metrics demonstrating operational efficiency, effectiveness, customer value, compliance status, and business outcomes. Ensures consistent portfolio reporting for applicable requirements, acquisition, and budgeting forums.
- Stakeholder Engagement and Process Improvement: Coordinates with internal and external stakeholders across DCD and AFRL to advance digital-enterprise priorities. Engages leadership on service-delivery strategies, portfolio issues, risks, and resolution actions. Improves processes to strengthen service delivery and customer satisfaction.
- U.S. Citizenship is required.
- One year of specialized experience equivalent to the next lower grade/pay band is required. Relevant experience may include IT portfolio, investment, lifecycle, financial, compliance, governance, acquisition, licensing, hardware support, or cost/schedule/performance/risk management.
- Must be able to obtain and maintain the required security clearance.
- Position may require pre-employment and random drug testing.
- This is an Acquisition Professional Development Program (APDP) position.
- Selective Service registration is required, as applicable.
- Applicants must qualify for at least one listed occupational series; eligibility is based on submitted application materials.
- Official transcripts are required for positions with a positive education requirement.
- 0801, General Engineer: Must meet OPM professional engineering education or experience requirements.
- 1550, Computer Scientist: Must meet OPM computer science education requirements, including required coursework in computer science, mathematics, and statistics.
- 2210, Information Technology Specialist: Must meet OPM 2210 qualification, specialized experience, and applicable competency requirements.
- Experience leading cross-organizational teams or programs.
- An advanced academic degree is highly desired.
