Position Duties include, but are not limited to:
- Oversee the entire lifecycle of research projects, from planning and execution to delivery.
- Continuously adapt program plans to meet evolving demands and incorporate emerging capabilities from the Air Force Research Laboratory, DoD, industry, and academia.
- Provide expert guidance and mentorship to a talented team of project and management analysts.
- Analyze and resolve highly complex business and technical challenges, developing innovative solutions and refining methods.
- Serve as a key communicator, influencing decisions and presenting important concepts to specialists, leadership, and external partners.
- Define and anticipate customer problems, developing effective strategies for resolution.

Required Qualifications
- United States Citizens
- Males must be registered for Selective Service, see www.sss.gov
- This position may be filled as a 5-year Flexible Length and Renewable Term Technical Appointment (new government hires, current government term employees, etc.) with the option to later convert to a permanent appointment.

- This position is a Critical Sensitive (Top Secret/SCI) position. Applicants must possess at least a Secret Clearance and be eligible for and maintain a Top-Secret/SCI Clearance.

- This is an Acquisition Professional Development Program (APDP) position and requires a Level 2 certification (Practitioner). The employee must meet or be capable of meeting Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position.
- SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year or 52 weeks of specialized experience at the next lower grade of position being advertised, or equivalent in other pay systems.
EDUCATION BACKGROUND:
- Bachelor's Degree: Business Administration, Economics, Engineering, Systems Management, or other related technical or scientific field.
- Acquisition Lifecycle Management: Demonstrated knowledge and experience across the acquisition lifecycle, including requirements definition, budget development and execution, program implementation, and system transition.
- Program Management: Experience managing the cost, schedule, and performance of complex projects or programs.
- Contract Management: Practical experience with the government contracting process, including developing acquisition strategies, preparing solicitation materials (e.g., RFPs), and overseeing contractor performance.
- Team Leadership: Proven ability to lead and coordinate multi-disciplinary teams composed of technical experts, contracting professionals, and financial managers.
- Stakeholder Collaboration: Experience working with a variety of stakeholders, including internal teams, contractors, and other government agencies to achieve program goals.
- Risk Management: Experience in identifying, assessing, and mitigating program risks across all aspects of a project.
- Substantial knowledge of business management and a proven ability to manage complex programs.
- Initiative, resourcefulness, and considerable judgment in interpreting and applying policies and guidelines.
- Exceptional communication and interpersonal skills, with the ability to influence decisions and build collaborative relationships.
- A talent for leadership and mentorship, with a commitment to treating others fairly and professionally.
