Acquisition Program Management Specialist (NH-1101-03) various positions, WPAFB, OH

This announcement is to fill several NH-1101-03 (GS-12-13 equivalent) positions at Air Force Life Cycle Management Center (AFLCMC) and is a lateral opportunity. Placement consideration based on experience. Promotion candidates will not be considered as part of this announcement.

  • Duties for these positions vary but typically include: Develops, implements and controls contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist.
  • Identifies potential risks, develops and implements mitigation strategies.
  • Plans, organizes, directs, and coordinates activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics.
  • Reviews and directs the progress of contractors in meeting program objectives.
  • Represents the organization at executive levels within the Government and to contractor/industry representatives.
  • Prepares, presents, defends, and interprets staff studies to the supervisor and other management officials.

Required Qualifications

  • Strong leadership and integrity.
  • Incumbent is required to maintain appropriate security clearance (varies by position).
  • Knowledge of laws, principles, policies, and practices of systems acquisition and program management.
  • Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities.
  • Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process.
  • Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.
  • Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit.
  • Ability to plan, organize, lead, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process.

Desired Qualifications

  • Practitioner Certification in Program Management, or the ability to earn Practitioner Certification within 60 months of appointment to the position.
  • Experience supporting teams and successfully delivering capability on acquisition programs.
  • Project Management Professional (PMP) Certification is desired.

Additional Information

  • This announcement may result in a 120-day register that may be used to fill like vacancies for 120 days after the closing date.
  • Occasional travel. You may be expected to travel for this position, and travel requirements may vary by position.
  • This is an acquisition position and is covered by the Acquisition Professional Development Program. The employee must meet, or be capable of meeting, the Defense Acquisition Workforce Improvement Act (DAWIA) requirement applicable to the duties of the position.
  • The incumbent of this position may be required to submit an initial and annual OGE 450 (Financial Disclosure) in accordance with Joint Ethics Regulation.
  • Positions may be subject to random drug testing.
  • Positions are not eligible for remote work or 100% telework.
