The primary purpose of this position is to ensure optimal resource decisions are made and executed across activities, and data information from all shops are applied to the applicable investment and execution plans to conduct performance analysis, risk-based sustainment decision making, resource optimization, and life-cycle requirements planning.

Duties

Help

  • Assists in defining/prioritizing requirements within the respective portfolio to include identifying and working to resolve issues
  • Continuously monitors and assesses the asset condition, performance, accuracy, and timely entry of relevant data, and highlights sub-standard performance
  • Provides maintenance risk-based decisions to ensure the program operates within set operational limits, highlights deficiencies, and reports findings to supervisor
  • Creates and maintains a systematic process to manage warranties and ensure personnel honor and fully utilize the terms of all warranties
  • Manages working groups by asset portfolio, delivering a prioritized list of assets requiring corrective maintenance or replacement, a well-documented and communicated corrective maintenance plan synchronizing and integrating ongoing contract work

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions

BASIC REQUIREMENTS:

Specialized Experience:
Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NJ-02, equivalent to the next lower grade GS-08 or equivalent in other pay systems. Examples of qualifying specialized experience include technical work in drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.

Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents.

Examples are trade positions with substantial developmental, test, or design responsibilities such as:

  • Planner and estimator who analyzed designs for production purposes
  • Instrument maker or model maker who performed design or development work on devices fabricated

NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

OR

EDUCATION:
Successful completion of two full years of graduate education or a master's degree with a major study in an appropriate field of engineering, construction, or industrial technology. NOTE: You must submit a copy of your transcripts.

OR

COMBINATION OF EXPERIENCE AND EDUCATION:


Successful completion of one full year of graduate education with a major study in an appropriate field of engineering, construction, or industrial technology and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: You must submit a copy of your transcripts.

Certification: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience. NOTE: You must submit a copy of your transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge in Asset Management Principles and Practices as it applies to Operations Management and Requirements and Optimization activities.
  2. Knowledge of CE work control, customer service, operations/maintenance management procedures, and functions and procedures of each type of CE work centers.
  3. Knowledge of practices, and procedures pertaining to operations and ability to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations, and recommend timely and economical solutions.
  4. Knowledge of Computerized Maintenance Management and SMS, system capabilities, economic usage to effectively accomplish assigned functions, and proficiency in Microsoft Office products (Excel, Word, PowerPoint, Outlook).
  5. Knowledge of program planning and budgeting cycles, financial control, and budget systems; work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds; automated data processing system capabilities; real property management; and economic usage to effectively accomplish assigned functions.
  6. Knowledge of analytical and diagnostic methods, procedures, and principles, and surveying methods, equipment, and techniques of measurements to identify project requirements.


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This is an acquisition demonstration project position NJ-03 equivalent to a GS-09 to GS-11.
