The incumbent serves as a Senior Acquisition Program Manager as the deputy for the Pilot Training IPT of the TSS PMO, F-35 Joint Program Office (JPO). The TSS PMO develops and delivers the complete training system for all Service variants, providing an affordable and executable JSF training solution. The purpose of the Pilot Training IPT (PT-IPT) is to develop and deliver all pilot training equities supporting the F-35 Air System for all platform variants. Primary PT-IPT task responsibilities include effective leadership, program planning (financial, schedule, technical, risk, and requirements) , market research, acquisition support, and management of contractor/government analysis and studies. The incumbent is responsible for acquisition planning and execution, programming, policy adherence, budgeting, requirements/cost analysis, technical planning, risk management, acquisition support, and managing contractor/government analysis and studies.

Major Duties
- Lead cost, schedule performance and risk of all assigned programs within the PT-IPT, including interaction with the Air System contractor (ASC) supporting the TSS PMO; program managers are fundamentally responsible for all facets of the programs they lead. Ensure alignment between the TSS PMO, key stakeholders, and ASC activities through communication and collaborative planning. Synthesize critical issues/documentation to support program reviews focused on ASC performance.
- Direct evaluation program documentation to ensure the needs of the program are consistent with sound business practices and the degree of risk involved. Synthesizes critical management issues, documentation, and relevant information to support program reviews.
- Analyze needs and synthesizes requirements. Supports IPT lead to manage Critical Design Reviews (CDR), Training System Review Teams (TSRT), Training Working Groups (TWG), Training Advisory Councils (TAC), Technical Interchange Meetings (TIM), and Quarterly In-process Reviews (IPR), and other engagements as required.
- Prepare comprehensive plans for accomplishing training program goals and schedules. Reviews and prepares documents, specifications, requirements, criteria, and standards, which define the needs and parameters of the program.
- Determine resource needs and allocation of resources (funding, manpower, facilities, etc.) for life-cycle management of the PT-IPT portfolio. Evaluates the impact of new resource levels such as budget cuts or increases and updates estimates of resource requirements to consider new or revised objectives, technical capabilities, new acquisition strategies, etc.
- Provide professional recommendations to higher program authorities, to include review of program management policies and procedures which require improvement.
- Serve as the central contact point within the JPO for all matters concerning training pilots expected to operate the F-35 Air System, to include the Distribute Mission Training apparatus that enables interoperability of the training portfolio.
- Gather information, prepare reports & presentations, and brief completed products in support of recurring and ad hoc program management reviews.
- Manage the development of trainers that support the F-35 Air System.. Analyzes, and evaluates, studies conducted by contractor and Government activities for assigned projects to determine, training, and training equipment requirements.
- Provide briefings on F-35 Air System training status, specific accomplishments, anticipated deficiencies, curriculum support requirements, courseware, training devices, and training systems objectives to the PT-IPT and key stakeholders. Serves as accountable person for technical and non-technical interests of the program; supervise readiness for major program reviews, inspections, conferences, and other evaluations and designated events.
- Evaluate and determine recommendations with respect to anticipated training problems related to manpower, workload, or workload priorities.
- Identify training tasks, materials, facilities, and personnel necessary to support the Test and Evaluation process.
- Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
- BS or BA degree in Business, Management or relevant technical discipline to include Engineering and Engineering Management
- APDP PM Advanced Certification (APDP PM Level III equivalent)
- 8 years APDP coded experience (minimum)
- 4 years in a Program office or equivalent organization within the DoD environment, preferrable a major weapons system
- Demonstrated capability to successfully operate as part of an IPT in a major weapons development program.
- MS degree in Engineering, Engineering Management, or relevant technical discipline
- At least 2 years avionics engineering in a USAF or USN program office; or another relevant PM role.
- Avionics integration, mechanical/electrical engineering, software systems engineering; Logistics and sustainment for major weapons program; or Affordability, acquisition strategy.
- Leadership experience at and IPT lead or Team Lead
Additional Remarks
- SECURITY CLEARANCE: The employee must obtain and maintain the appropriate Secret security clearance (Top Secret eligible) and be Special Access Programs eligible.
- TRAVEL REQUIREMENTS: This position requires the employee to occasionally travel away from the normal duty station.

- If already an NH-04 or equivalent in AcqDemo or similar system, this would be a lateral move, not eligible for salary increase.
