Air-Leg Program Analyst

Help address complex challenges in strategic deterrence and shape next-generation capabilities across global strike, nuclear command and control (NC3), space, and cyberspace.

The Air Force Civilian Service (AFCS) is looking for a Program Analyst (NH-0343-03) to work at USSTRATCOM/J87 at Offutt Air Force Base, Located in Bellevue, Nebraska.

As an Air-Delivered Capabilities Program Analyst you will be a key player in modernizing our nation's air-leg strategic deterrence capabilities. You will define mission requirements, advocate for next-generation air-delivered platforms and weapons, and coordinate for Department of War resourcing for the capabilities required to achieve USSTRATCOM mission requirements.

Salary Range is $89,507 - $138,369 Annually based on experience.

Military retirement is non-taxable in Nebraska.

Relocation Allowance may be authorized.

• Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Employee must be able to obtain and maintain a Top-Secret w/SCI clearance.
• This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing. May be required to work overtime on an unscheduled or emergency basis.
• Nuclear and/or air-delivered experience is preferred but not essential.
• Employee needs to obtain and maintain approval to access the portfolio of Special Access Programs required to perform daily duties. Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  
  

Recruitment Knowledges, Skills, And Abilities (ksa)

• Expert knowledge regarding air-delivered capabilities operations, logistics, planning, and/or developmental activities to inform program required capability development and assess adequacy of program plans.
• Knowledge of bombers, bomber weapons (nuclear and conventional, kinetic and non-kinetic), tankers, C2 architectures, and enabling capabilities/technologies along with an understanding of supporting test and evaluation programs.
• Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as advocating future concepts; mission capability needs; PPBE; JFRP; acquisition; Program review, and System Requirements Review.
• Knowledge of USSTRATCOM program goals, objectives, and operational plans and associated processes.
• Ability to communicate findings to senior leaders.
• Ability to plan, organize, and coordinate effectively with senior analysts and management for the identification, consideration, and resolution of issues that involve substantial resources and require extensive changes in established concepts and procedures.
• Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships.
