Maintenance Supervisor
Primary Function
The Maintenance Supervisor leads all maintenance operations across ASD’s residential properties, supervising a team of maintenance technicians and managing third-party contractors to ensure properties are safe, compliant, and well-maintained. This role is accountable for delivering high-quality maintenance services, protecting ASD’s assets, controlling costs, managing inventory, and driving team performance to meet agency goals.
The Maintenance Supervisor ensures timely completion of maintenance work orders and apartment make-readies, adherence to budget guidelines, compliance with HUD/HOPWA Housing Quality Standards, and alignment with ASD’s mission and Strategic Objective 3: Strengthen ASD’s facilities and infrastructure to provide safe, supportive housing environments.
Duties and Responsibilities:
Team Leadership & Accountability
- Lead, supervise, coach, and hold a team of 3–5 maintenance technicians accountable for completing daily maintenance tickets and apartment make-readies to meet established timelines and quality expectations.
- Set clear expectations for team productivity, work quality, safety compliance, and first-time resolution of work orders.
- Conduct regular team meetings to review priorities, track team performance metrics, address barriers, and reinforce standards.
- Provide ongoing coaching, feedback, and formal evaluations to drive continuous improvement and accountability.
- Ensure completion of all maintenance tickets and apartment make-readies according to predetermined agency standards for timeliness, quality, and readiness, meeting or exceeding a 90% on-time completion rate.
Operational Management & Workflow Efficiency
- Assign, monitor, and oversee daily work orders and make-readies, ensuring efficient scheduling, prioritization, and completion of maintenance activities.
- Conduct regular property walks to proactively identify repair needs, safety hazards, and opportunities for operational improvement.
- Establish systems to minimize repeat calls, rework, and inefficiencies in maintenance operations.
Inventory Control & Cost Containment
- Implement and enforce strict inventory control to maintain optimal stock levels, prevent overstocking, reduce waste, and avoid capital tied up in excess materials.
- Track inventory usage, establish reorder points, conduct regular audits, and maintain accurate records of supplies and materials.
- Collaborate with the Senior Property Manager to monitor maintenance expenses, track budget variances, and identify cost-saving opportunities without compromising quality.
- Ensure purchasing follows agency procurement policies; solicit competitive bids as required and evaluate vendors for cost, quality, and reliability.
Vendor & Contractor Oversight
- Manage third-party contractors performing maintenance, repairs, or capital improvements; monitor quality, safety compliance, and timeliness of work.
- Solicit and analyze bids, manage contracts, inspect completed work, and verify invoices for accuracy and compliance before approval.
Compliance & Asset Management
- Ensure compliance with HUD/HOPWA Housing Quality Standards, fire codes, OSHA regulations, and applicable building codes.
- Maintain capital equipment and major systems log; monitor equipment condition and recommend repairs, replacements, or upgrades as needed.
- Lead safety and emergency preparedness initiatives, including conducting fire drills and ensuring readiness of life safety systems.
Qualifications:
Qualifications:
- Minimum 5 years of supervisory experience in apartment maintenance, property management, or facilities leadership.
- Proven ability to lead maintenance teams, manage performance, and deliver results against operational goals.
- Expertise in inventory control, procurement, cost containment, and vendor management.
Technical Skills/Certifications:
- EPA Universal or Type II HVAC certification required.
- Strong knowledge of plumbing, electrical, appliance repair, carpentry, drywall, painting, locks, and general maintenance.
- Familiarity with building codes, OSHA safety standards, and fire/life safety compliance.
- Proficiency with work order management systems, inventory tracking tools, and Microsoft Office.
- Valid Texas driver’s license and insurability under ASD’s commercial auto insurance.
- Ability to lift 50 lbs. regularly and perform physical tasks indoors and outdoors year-round.
- This position requires prolonged walking or standing, and frequent bending, stooping, kneeling, reaching, pushing and pulling.
- Requires a full range physical motion with all extremities to operate manual, electric and/or gasoline-powered equipment, machinery and hand tools.
- Requires the ability to access facilities and areas which may only be accessible by climbing stairs or by climbing ladders. Must be able to move throughout assigned areas as well as work outdoors year-round.
