AHNTECH is seeking an experienced Site Safety and Health Officer (SSHO) to support a federal facilities operations and maintenance contract at Naval Support Activity Orlando.

This position is a key member of the site management team and has two principal functions:

  • Serve as the SSHO responsible for implementation and enforcement of the contract safety program.
  • Serve as the site Preventive Maintenance Coordinator, helping organize and execute scheduled maintenance activities.

Safety is the position’s primary duty. PM coordination is a secondary management responsibility and will not supersede required SSHO duties.

The normal workday begins at 0700 and consists of an eight-hour shift. After-hours response is not routine; however, the SSHO may occasionally be required to respond to rare emergency or urgent facility issues.

Core Responsibilities

  • Prepare, implement, maintain, and enforce the site-specific Accident Prevention Plan (APP) in accordance with contract requirements and EM 385-1-1.
  • Prepare, review, maintain, and update Activity Hazard Analyses (AHAs) for recurring and non-recurring work.
  • Conduct daily safety inspections whenever contract work is performed.
  • Identify hazards, verify PPE and safe work practices, and ensure prompt corrective action.
  • Exercise authority to stop or prevent unsafe work.
  • Maintain required safety records, inspections, corrective actions, training records, certifications, and incident/near-miss documentation.
  • Coordinate accident, incident, near-miss, and damage reporting and support investigations.
  • Monitor subcontractor safety qualifications and performance.
  • Administer applicable safety programs, including Hazard Communication, Lockout/Tagout, Confined Space, Fall Protection, Electrical Safety, Excavation, Crane/Rigging, and hazardous-material activities.

Preventive Maintenance Coordination

  • Maintain a rolling preventive-maintenance look-ahead with clear visibility of PMs that are due, scheduled, at risk, and completed.
  • Coordinate the monthly PM schedule with the Project Manager.
  • Confirm technician/subcontractor assignments, parts, tools, test equipment, access, OEM procedures, required certifications, and applicable AHAs.
  • Identify PMs at risk of becoming overdue and elevate resource, material, access, or scheduling constraints before the due date.
  • Coordinate technicians and subcontractors for scheduled PM execution.
  • Ensure required safety controls are in place before work begins.
  • Ensure technicians provide complete maintenance documentation and completion evidence for Quality/CMMS review and NAVFAC Maximo closeout.
  • Coordinate corrective work identified during PM with the Project Manager and participate in the daily site management meeting.

Minimum Qualifications

  • Meet applicable EM 385-1-1 SSHO requirements.
  • Minimum five years of satisfactory experience preparing and enforcing safety programs on contracts of similar size and complexity; or minimum three years if holding a Certified Safety Professional (CSP) credential or a safety and health degree.
  • Completed OSHA 30-Hour Construction Safety course or equivalent.
  • At least 24 hours of documented formal Safety and Occupational Health-related training within the previous five years.
  • Working knowledge of OSHA and EM 385-1-1 requirements applicable to facilities maintenance and construction.
  • Demonstrated ability to develop, review, and enforce APPs, AHAs, and site-specific safety procedures.
  • Strong organizational, scheduling, written communication, and interpersonal skills.
  • Ability to coordinate technicians, subcontractors, management, and Government representatives.
  • Ability to meet applicable Government installation access requirements.

Preferred Qualifications

  • CSP, CHST, or similar recognized safety credential.
  • Degree in Occupational Safety and Health or related discipline.
  • Prior SSHO experience on NAVFAC, USACE, DoD, or other federal facilities contracts.
  • Facilities O&M experience involving HVAC, electrical, plumbing, generators, fire protection, mechanical systems, or similar building systems.
  • Experience coordinating preventive-maintenance programs.
  • Experience with CMMS platforms, including NAVFAC Maximo or similar systems.
  • Experience managing subcontractor safety and scheduled maintenance activities in a performance-based federal service environment.

Position Expectations

The successful candidate will maintain a proactive safety culture, maintain clear visibility over upcoming PM requirements, and identify scheduling or resource problems before PMs become overdue.

The SSHO / PM Coordinator will work closely with the Project Manager and Quality Manager while preserving the independence and priority of the SSHO safety function.

The employee must report ready to work at 0700 and maintain an eight-hour on-site shift as the normal work schedule. The position may require infrequent after-hours response when an emergency or urgent facility issue requires SSHO support.

Pay: $25.00 - $30.00 per hour
