What are the responsibilities and job description for the Librarian (Digital Projects) position at Agricultural Research Service?
This position is located in the United States Department of Agriculture, Agricultural Research Service, National Agricultural Library. The selectee is not required to report to a government office, however, the option to work in one of the Agency offices may be available.
The incumbent applies an understanding of digital standards, library policies, collection development, and general library rules and procedures, and an understanding of library users in a rapidly changing digital environment.
Basic Requirements:
A. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree;
OR
B. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.

In addition to the basic requirement above, all applicants must meet the following minimum qualifications:
GS-09:
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-09 includes one year of specialized experience comparable toGS-07 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience includes assisting in the development of electronic or web-based information products and collections for a library; collaborating with outside organizations to further digital development initiatives; and assisting with providing support in the effective use of digital content or technologies.
OR
Education: 2 full years of progressively higher level graduate education or master's in library science or equivalent graduate degree, e.g., LL.B. or J.D., related to the position. Related degrees include information management, information science, library and information science, computational science and informatics, and data science.
OR
A combination of graduate education and specialized experience as described above.
GS-11:
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience developing electronic or web-based information products and collections for a library; creating appropriate metadata, classification, or search capabilities to facilitate easy access to and ongoing maintenance of available content; and revising and organizing web content to ensure clear messaging and easy use by all populations.

Education: 3 full years of progressively higher level graduate education in library science or doctoral degree (Ph.D. or equivalent) related to the position. Related degrees include information management, information science, library and information science, computational science and informatics, and data science.
OR
A combination of graduate education and specialized experience as described above.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
