Job Description:
We are seeking a Project Manager to lead a high‐visibility Election Management System (EMS) implementation and concurrently manage a team of 2–3 contractors performing JBoss code refactoring on related systems. The PM must be able to manage multiple workstreams, tight timelines, and executive‐level communication.
Primary Responsibilities:
• Deliver EMS implementation within an aggressive April–August schedule [Pending Approvals].
• Oversee JBoss refactoring effort (May–November), including contractor coordination [tentative].
• Develop and maintain detailed project plans, schedules, and documentation. • Facilitate meetings, provide status reports/presentations, and escalate issues.
• Work with internal departments, vendors, election operations, and IT leadership.
• Track project progress, risks, dependencies, and budget impacts.
• Ensure QA, testing cycles, and change control procedures are followed.
• Analyze business requirements and translate them into actionable tasks.
• Manage multiple projects and schedules simultaneously.
• Communicate clearly with both technical and non‐technical audiences.
Required Competencies & Experience:
• Experience with waterfall, agile, or hybrid project management. 5 years leading complex IT projects, ideally system implementations.
• Proficiency with Jira, Trello, Microsoft Project, or similar tools.
• Ability to coordinate with infrastructure, network, security, and operations teams during system installation and environment setup
• Experience overseeing vendor or internal teams performing infrastructure installs, configuration, and system hardening.
• Strong understanding of application development lifecycle and full SDLC.
• Ability to manage diverse cross‐functional teams and contractors.
• Familiarity with enterprise IT operations, quality assurance, and technical documentation.
• Ability to work in high‐stress environments with tight deadlines.
• Strong written and oral communication skills, including presentations.
Preferred Qualifications:
• Experience in government, elections, or other regulated environments.
• PMP, PMI‐ACP, or similar certification.
• Experience with Java/JBoss environments or legacy modernization efforts.
Deliverables / Expectations:
• Provide clear, consistent, and executive‐level project reporting for a highly visible, time‐sensitive implementation.
• Coordinate with election leadership, technical teams, and external vendors to ensure alignment across all project milestones.
• Ensure compliance with election-related timelines, operational requirements, and audit readiness.
• Oversee system validation, environment readiness testing, and cutover planning.
• Proactively identify risks or delays that could affect critical election‐related milestones and drive mitigation with urgency.
• Detailed project schedule and weekly status reporting.
• Risk/issue log management and escalation as needed.
• Executive‐level project updates and presentations.
• Coordination oversight for JBoss refactoring contractors.
• Documentation required for operational readiness.
