The Senior System Administrator serves as the primary technical lead and Key Personnel for performance of the USCO Electronic Copyright (eCO) System and ImageTrust Operations and Maintenance contract. This individual is responsible for the technical integrity of a 24x7 operational environment built on Oracle Siebel CRM version 8.1.1.14, Oracle Enterprise Edition Release 11.1.0.7.0, and Oracle Analytics Server (OAS), and for ensuring all service level agreements defined in Section C.5 are met consistently across core and after-hours periods.
The Senior System Administrator serves as the single point of technical escalation for Tier 2 incident response, coordinates directly with Library of Congress OCIO and Copyright Product Management Division (PMD) staff, and interfaces with Oracle as a Platinum Partner for COTS and database issue resolution. This position requires demonstrated hands-on expertise across the full eCO technical stack and the ability to operate independently in a production-critical federal environment.
Required Qualifications
- Minimum five (5) years of hands-on experience administering Oracle Siebel CRM and related applications using industry-standard toolsets or Open UI
- Demonstrated experience with Siebel administration including configuration management, workflow, services, log file analysis, FMW, EMI, and batch processing
- Experience with Siebel interfaces and external systems/middleware integration
- Working knowledge of Oracle Siebel Public Sector and eService components
- Proficiency with Microsoft Windows and UNIX/Linux operating systems in production server environments
- Experience with LDAP and Active Directory authentication methods
- Hands-on Oracle database administration experience including Oracle Enterprise Edition and SQL
- Knowledge of HTTP, TCP/IP, SMTP, POP3, SSL, and XML web technologies
- VBScripting experience for system operations and automation
- Working knowledge of ITIL incident management, problem management, and change management frameworks
- Experience supporting systems with formal CDRL deliverable and SLA reporting requirements
- Oracle Siebel CRM certification or Oracle database administration certification
Preferred Qualifications
- System Administration certifications (MCSA, RHCSA, or equivalent)
- Experience with Oracle Analytics Server (OAS) administration and monitoring
- Prior experience supporting federal agency IT systems under formal SLA, POAM, and A&A requirements
- Experience with enterprise scanning or imaging system integration (ImageTrust or equivalent)
- Familiarity with SAN, network device administration, and enterprise hardware platform management
- Background in federal IT operations environments at GS-12 equivalent or above
- CMMI Level 3 process familiarity
Key Responsibilities
- Serve as Tier 2 technical escalation for all eCO system incidents ensuring Severity 1 through Severity 4 SLA response compliance per Section C.5
- Perform system administration across all eCO environments: Dev/Test, Pre-Production, Production, and Alternate Computing Facility (ACF)
- Oversee and participate in weekend maintenance windows (Saturday 10:00 PM through Sunday 6:00 AM) including database activities, server patches, configuration backup, LDAP backup, background jobs, and Pay.gov activities
- Administer Oracle Siebel CRM including schema changes, workflows, configuration changes, and user account management
- Coordinate with Oracle as Platinum Partner for COTS issue resolution and database troubleshooting
- Support Assessment and Authorization activities and POAM task execution per Section C.3, Requirement 05
- Review and approve CDRL deliverables including weekly status reports, monthly status reports, incident reports, and architectural diagrams
- Participate in go-live planning, pre/post go-live meetings, and checklist review meetings per Section C.3, Requirement 21
- Support disaster recovery planning, testing, and emergency activation at the remote LOC data center per Section C.3, Requirement 15
- Maintain Standard Operating Procedures, Siebel Administration Guide, and system configuration documentation across all environments
