Enterprise Architect – AI & Cloud Solutions

Job Summary

The Judicial Council of California is seeking an experienced Enterprise Architect with strong expertise in Artificial Intelligence, enterprise architecture, cloud technologies, and large-scale government systems. This role will provide consulting, architecture, and strategic technology guidance for AI initiatives across the Judicial Branch, Judicial Council, and Superior Courts of California.

The ideal candidate will possess deep experience designing enterprise-grade distributed systems, developing cloud transformation strategies, and leading architecture initiatives for mission-critical applications within public sector or regulated environments.

Key Responsibilities

• Provide enterprise architecture consulting and AI solution guidance for Judicial Council and California courts.
• Design and develop distributed enterprise architectures for mission-critical systems.
• Lead architecture activities across the full SDLC including:
  • Conceptualization
  • Analysis
  • Design
  • Development
  • Testing
  • Deployment
  • Operational readiness
• Define AI solution strategies, governance models, and enterprise technology standards.
• Develop cloud hosting strategies involving:
  • On-prem datacenters
  • Co-location facilities
  • Hosted datacenters
  • SaaS/PaaS cloud environments
• Evaluate and recommend technology solutions involving Azure, cloud security, virtualization, and identity management.
• Collaborate with executive leadership, business stakeholders, technical teams, and court organizations.
• Develop enterprise policies, architecture standards, and solution recommendations.
• Lead and coordinate architects, developers, analysts, testers, and project teams.
• Support RFP solution development and technical proposal activities.
• Drive consensus among cross-functional groups with competing priorities.

Required Qualifications

• Must Have SAAS and PAAS experience.
• 10 years of experience as an Enterprise Architect, Solutions Architect, or equivalent role.
• Strong expertise in Artificial Intelligence technologies and enterprise AI application strategies.
• Experience working with California Superior Courts or Judicial Branch operations.
• Extensive experience designing enterprise-level distributed architectures for mission-critical systems.
• Strong understanding of:

  • SaaS/PaaS solutions
  • Multi-datacenter environments
  • Azure Identity Management
  • Azure Security Best Practices
• Experience leading architecture and technical delivery teams across large-scale programs.
• Strong system analysis and enterprise solution design skills.
• Excellent verbal and written communication skills with executive-level stakeholder interaction experience.
• Proven ability to develop enterprise policies and architecture governance frameworks.
• Experience in public sector or state government environments preferred.

Preferred Qualifications

• Prior experience supporting Judicial Council or Court infrastructure and technologies.
• Experience with multiple cloud vendors and hybrid cloud architectures.
• Experience developing cloud migration and hosting strategies.
• Understanding of role-based access controls and multi-organization security models.
• Microsoft Azure Certification preferred.
• Previous IT management, program management, or project management experience.
