The primary purpose of this position is to direct the digital transformation of Department of the Air Force (DAF) HR IT systems, providing global personnel services and robust information technology support to the Total Force.
Qualifications:
Eligibility will be based upon a clear showing the applicant has education, training, and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations. TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that satisfy the technical qualifications.
TQ1: Demonstrated executive-level experience directing the design, development, deployment, and sustainment of large-scale Information Technology (IT) applications and infrastructure. This includes a proven track record of managing complex software development lifecycles, modernizing legacy systems, and leading technical organizations to deliver secure, integrated Human Resources (HR) or similar enterprise business capabilities for a large, globally dispersed workforce.
TQ2: Demonstrated leadership ability to navigate complex organizational structures and build consensus among diverse stakeholders (e.g., policy makers, operational users, and cybersecurity officials). Includes proven experience partnering with senior executives (such as a Chief Information Officer) to translate overarching enterprise architecture and governance policies into fully operational IT systems, successfully balancing technical constraints with business needs to ensure mission readiness and system security.

Responsibilities:
The Director, Digital Transformation Activity, is responsible for leading the design, development, and integration of all DAF Human Resource (HR) Information Technology (IT) systems. This role involves overseeing a large team and a significant budget to provide global personnel services to Airmen, Guardians, civilian employees, and retirees. The director will provide strategic direction, manage a diverse team, and represent the organization across the Department of Defense and other government agencies.
The Director will:

Provide strategic direction and oversight for the development, deployment, and sustainment of Air Force HR IT systems.

Develop and execute long-term strategies for HR IT systems to ensure alignment with Department of Defense (DoD) and DAF guidance and policy.

Establish and implement comprehensive performance measurement frameworks to rigorously assess efficiency, effectiveness, and regulatory compliance.

Conduct strategic resource evaluations, aligning organizational needs with mission requirements and budgetary constraints.

Provide expert guidance and assistance in developing comprehensive and integrated HR IT capabilities that enable and enhance Airmen and Guardian readiness.

Lead and coordinate special teams and working groups to analyze and recommend solutions to critical HR integration and transformation projects.

Serve as the principal representative for the Digital Transformation Activity, cultivating and maintaining strategic partnerships with key stakeholders across DoD, Headquarters Air Force (HAF), Secretariat of the Air Force (SAF), and other major commands.

Engage with senior officer and Civilian Senior Executive leadership to gauge customer satisfaction, articulate organizational policy, and resolve critical issues with Air Force-wide implications.

Leverage data analysis and targeted research to evaluate reports and formulate impactful recommendations, driving resolution of mission-critical issues.
