Land Development Department Manager

Our client, a rapidly growing multidisciplinary civil engineering and consulting firm with nearly 80 years of industry leadership, is seeking a Land Development Department Manager to lead and expand their land development practice across the Carolinas.
This individual will be responsible for managing the land development team, overseeing site design projects, maintaining client relationships, and driving business development initiatives. The position offers the opportunity to shape the future of a growing department within a well-established, values-driven organization.
You will lead technical teams on residential developments, commercial, and mixed-use development projects including grading, stormwater management, utilities, and entitlements. The role reports to senior leadership with visibility across the organization.
Key Responsibilities:
• Lead and mentor the land development team including project managers, engineers, and designers
• Oversee site civil engineering design for residential, commercial, and mixed-use projects
• Manage grading plans, stormwater management, utility design, and permitting/entitlements
• Maintain and strengthen relationships with developers, municipalities, and regulatory agencies
• Drive business development efforts to expand the land development client base
• Ensure quality control, budget management, and timely project delivery
• Coordinate with multidisciplinary teams including planning, surveying, and environmental
• Monitor project performance, profitability, and resource allocation across the department
Requirements:
• Bachelor's degree in Civil Engineering or related field
• Active PE license in North Carolina (or demonstrated path to licensure within 12 months)
• 8 years of experience in land development and site civil engineering and management
• Strong technical expertise in grading, stormwater design, utility systems, and local regulations
• Experience with AutoCAD Civil 3D and other design software
• Familiarity with North and South Carolina development regulations and permitting processes
• Strong financial acumen and departmental P&L management experience
