Position Overview 

Advisory Neighborhood Commission 1A seeks an organized, reliable, and community-minded Administrative Assistant to provide focused administrative support to the Commission. This is an independent contractor role, not an employee position. The contractor will coordinate primarily with the Chair and Secretary, with key administrative support provided to the Commission’s officers and Commissioners as needed. The contractor will help ensure that ANC 1A’s public-facing materials, communications, records, meetings, and online presence are timely, organized, accurate, and accessible to the public. The ideal contractor is highly organized, communicative, adaptable, and able to work independently while coordinating with multiple elected Commissioners and community stakeholders. The contractor should be comfortable handling time-sensitive materials, tracking deadlines, communicating professionally by email and online platforms, and completing assigned services accurately and on time. This role may occasionally require support for evening meetings or community events, particularly regularly scheduled Commission meetings. 

 

Scope of Services 

Administrative Support (Up to 50%)  

  • Provide general administrative support to the Commission, including drafting notices, public updates, newsletters, meeting notes, and other communication products; maintaining appropriate digital filing systems; and supporting administrative structures that improve Commission operations. 
  • Monitor and organize the main ANC email account, including answering, screening, and directing incoming messages; forwarding messages to the appropriate Commissioners; and tracking requests requiring ANC action, including relevant deadlines and follow-up items. 
  • Communicate professionally with residents, community stakeholders, District agencies, and others on administrative matters, including routing inquiries to the appropriate Commissioner or officer when needed. 
  • Maintain organized digital records and appropriate filing systems for ANC files, minutes, resolutions, letters, reports, financial records, correspondence, and other Commission materials. 
  • Format approved letters, resolutions, and official documents for review, signature, and transmission by the appropriate Commissioner or Commission officer. 
  • Provide regular updates and status reports to the Chair, Secretary, Treasurer, or full Commission, as appropriate, regarding assignment progress, pending tasks, and administrative needs. 
  • Submit monthly timesheets and invoices describing services performed. 
  • Support limited administrative projects that improve Commission operations, records management, public access, or internal coordination, as assigned and consistent with this Agreement. 


Meeting Coordination and Support (Up to 20%)  

  • Support the preparation and distribution of meeting agendas, notices, reference materials, and other meeting documents. 
  • Help ensure that required public notice requirements are met through approved Commission communication channels. 
  • Assist with logistics for Commission meetings, committee meetings, events, and other programming, including venue coordination, materials preparation, and basic technology needs for virtual or hybrid meetings. 
  • Assist with internal meeting coordination, including calendaring, timekeeping, note-taking, organizing reference materials, and following up on next steps. 
  • Support the recording, downloading, posting, and archiving of meeting videos and meeting materials. 
  • Assist in the preparation of meeting minutes, notes, recordings, and related materials for review and publication. 


Digital Communications and Public Information (30%)  

  • Assist with project management and implementation of digital communications, public information materials, and other communications products for the Commission. 
  • Update and maintain the ANC website with current documents, meeting records, announcements, public notices, official materials, and other approved content. 
  • Post meeting materials, official documents, records, announcements, and videos online in a timely manner. 
  • Assist with preparing and distributing ANC communications, newsletters, notices, and public updates with Commissioner input and based on approved Commission materials. 
  • Promote ANC public meetings, committee meetings, and public updates through approved communication channels, including social media platforms such as X, Instagram, WhatsApp, and other platforms used by the Commission. 
  • Assist with maintaining ANC YouTube channels and other digital archives for storing and sharing meeting recordings. 
  • Support basic technology and administrative systems used by the Commission, including shared drives, email lists, website tools, virtual meeting platforms, and digital records systems. 


General Duties 

  • Complete assigned administrative tasks accurately, professionally, and in a timely manner. 
  • Perform other limited administrative duties or services as assigned by ANC 1A and consistent with this Agreement. 
  • Coordinate primarily with the Chair, Secretary, and Treasurer, while supporting the full Commission as appropriate. 
  • Exercise professionalism, discretion, and sound judgment when handling Commission communications, records, and sensitive or confidential information. 

 

Skills & Requirements 

  • Strong critical thinking skills, sound judgment, and careful attention to detail. 
  • Excellent organizational skills and the ability to manage multiple tasks, projects, and priorities effectively. 
  • Clear and professional communication skills, including the ability to interact with Commissioners, residents, District agencies, and community stakeholders. 
  • A proactive, self-directed, and solutions-oriented approach, with the ability to identify opportunities to improve administrative processes, coordination, and follow-through. 
  • Ability to work cooperatively with a “can-do” attitude while remaining comfortable with ambiguity and shifting priorities. 
  • Proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, Outlook, and OneDrive; experience with Mailchimp or similar email/newsletter platforms is strongly preferred. 
  • Professionalism, integrity, discretion, and tact, especially when handling sensitive or confidential information. 
  • Ability to remain calm under pressure, solve problems thoughtfully, and complete work accurately and on time. 
  • Ability to travel within the Columbia Heights neighborhood as needed for occasional meetings, events, or administrative tasks. 
  • Working familiarity with District government, Advisory Neighborhood Commissions, legislative services, public administration, nonprofit administration, or community organizations is a significant plus. 
  • Ability to lift or carry materials up to 25 pounds on an occasional basis, if needed. 

 

Compensation and Time Commitment 

This is a limited part-time independent contractor role. Compensation is a flat rate of $700 per month for the services described in this posting and the final Administrative Services Agreement. The anticipated time commitment is approximately 15–20 hours per month, though the contractor is responsible for managing their own schedule and methods of completing assigned services. The agreement is expected to run through December 31, 2026, with the possibility of renewal by mutual written agreement and formal approval by ANC 1A via vote. 


Confidentiality 

The Administrative Assistant may have access to Commission communications, documents, records, and other information that may be sensitive, confidential, or not yet public. The contractor shall maintain the confidentiality of such information unless disclosure is authorized by ANC 1A, clearly in the public domain, or required by law. ANC 1A retains discretion to determine when discussions, materials, or communications are sensitive or confidential. The contractor may be excluded from any meeting, discussion, document, or communication involving sensitive matters at the Commission’s discretion. Unauthorized disclosure, use, or dissemination of confidential or sensitive information may be grounds for immediate termination of the agreement. 

 

Independent Contractor Status 

This is an independent contractor role and not an employee position. Nothing in this posting or any subsequent agreement shall be construed to create an employment, agency, or partnership relationship, nor to grant the contractor authority to act for or bind ANC 1A to any contract, agreement, or obligation, except as expressly authorized by the Commission. The contractor shall determine the manner and means by which services are performed, including establishing their own work schedule, work location, and methods of completing assignments, while meeting applicable Commission deadlines. The contractor shall provide their own equipment, tools, software, internet access, and supplies necessary to perform the services. ANC 1A shall not control day-to-day performance or provide employee benefits, including workers’ compensation, unemployment insurance, paid leave, or tax withholding.
