This position is located in the Central Violations Bureau (CVB), Programs Division, Court Services Office, Department of Program Services.

Qualifications:

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate ALL areas defined below:

(1) Experience with the Central Violations Bureau, criminal procedures and the Violation Notice Tracking System; AND

(2) Utilizing communication skills which allow for the resolution of difficult situations, and recommending new methods to resolve complex problems.

The following qualification/skill are desired but not required:
  • Post high school education.
  • Spanish fluency.
  • Strong interpersonal skills.
  • Extensive knowledge of the petty offense case processing procedures used in U.S. District Courts.
  • Knowledge of and experience with CM/ECF and CVB applications.
  • Excellent communication skills which allow for the resolution of difficult situations and the ability to develop and recommend new methods to resolve complex problems.
  • Knowledge of Treasury's FedDebt program and on-line applications.
  • Excellent computer (Windows, Word, Adobe) and typing skills.
  • Fundamental knowledge of PC network principals.
  • Exemplary phone communication skills.
  • Exemplary problem solving skills.

Responsibilities:

This position provides supervisory level support to the CVB Operations Manager. The CVB operations staff are divided into three teams each with a supervisor. The incumbent monitors the work levels and productivity of CVB line staff on his/her team and ensures subordinates adhere to prescribed policies and procedures. In addition to the supervisory duties, the incumbent is expected to perform case processing duties at least 50% of the time. The position reports to the CVB Operations Manager.
  1. Planning work to be accomplished by subordinates, setting and adjusting short term priorities, and preparing schedules for completion of work.
  2. Assigning work to employees based on priorities, the difficulty of the work to be performed, and the capabilities of employees.
  3. Monitoring the status and progress of work, making day-to day adjustments in accordance with established priorities, obtaining assistance from the CVB Operations Manager on policy and/or procedural questions that may arise.
  4. Recommending changes to CVB operating procedures and policies to the CVB Operations Manager and CVB Chief, as deemed necessary through program knowledge.
  5. Instructing all subordinates in specific work tasks and job techniques.
  6. Producing written performance evaluations and approving leave for subordinates.
  7. Reporting to the Operations Manager on performance, progress, and training needs of subordinates including any disciplinary actions.
  8. Acting in place of the CVB Operations Manager in his absence.
  9. Performing CVB case management as outlined in the case processing position description.
  10. Performing other duties as assigned.
