ESSENTIAL RESPONSIBLITIES: The Fiscal Analyst performs analytical work for the Judicial Branch of State Government utilizing various computer programs reports, and documents. Work is performed under the supervision of the Fiscal Manager and is reviewed through reports and annual performance evaluations.
FUNCTIONS INCLUDE:
- Responsible for analyzing, recording, and reconciling Judicial Branch receipts and expenditures and preparing financial and ad hoc reports.
- Compiles and prepares fiscal information for the Judicial Branch's annual budget request to the Illinois Legislature.
- Provides technical assistance on purchase requisitions, procurements, and contractual agreements to Judicial Branch managers and staff.
- Analyzes processed invoice vouchers to vendors to ensure compliance with the State Prompt Payment Act and prepares invoice vouchers for interest due to vendors.
- Prepares letters and reports for Judicial Branch liabilities for payment through the Court of Claims.
- Contacts vendors to solicit bids for goods/services or equipment and procures goods/services and equipment for Judicial Branch offices.
- Responsible for recording information from purchase requisitions, processed invoice vouchers, and contractual agreements into accounting and/or database systems and maintaining all associated documents.
- Prepares monthly invoices and generates reports for Judicial Branch lease payments.
- Responsible for entering financial transactions in the Enterprise Resource Planning/System Application (ERP/SAP) system.
- Prepares and reconciles various monthly reports submitted to the Chief of Finance and Operations and the Director of Finance.
- Writes and updates procedures for the various responsibilities performed by the Fiscal Unit.
- Performs other duties as assigned.
EDUCATION AND EXPERIENCE: An Associate's Degree in accounting or related area and a minimum of two years’ experience in financial work is required. Up to two years of additional experience may be substituted for the education.
Candidates must possess working knowledge and skill in accounting, budgeting, and financial processes; ability to accurately review, monitor, analyze, and identify trends in data; ability to execute multiple assignments and manage priorities and deadlines; ability to problem solve, plan, organize, and manage time; possess strong verbal and written communication skills and communicate effectively with the public and employees in a pleasant, courteous, and helpful manner; ability to work independently and in a team environment; ability to learn various computer software applications including, but not limited to, the Illinois Comptroller’s Statewide Accounting Management System (SAMS), Enterprise Resource Planning/System Application (ERP/SAP) system, and SAP HANNA Business Intelligence (BI); skill in Microsoft Office Suite Applications (i.e., Outlook, Word, Excel, Access, and PowerPoint); skill in the use of 10-key calculator.
PHYSICAL REQUIREMENTS: This position requires the ability to sit for extended periods of time. The successful candidate will be adept at functioning within an office environment requiring extensive use of a personal computer, telephone, copier, other office technologies, and filing.
