Description

The Acquisition Specialist SME supports the planning, acquisition, development, deployment, and lifecycle management of complex Army information technology, business systems, and software capabilities. The Acquisition Specialist SME develops and reviews acquisition products, supports milestone and program decision activities, performs studies and analyses, and advises leadership on regulatory, contractual, funding, schedule, technical, and program execution matters.

Duties and Responsibilities

  • Lead, contribute to, and support the development, coordination, staffing, approval, and maintenance of acquisition lifecycle and milestone documentation such as acquisition strategies, program baselines, Acquisition Decision Memorandums (ADMs), Headquarters Department of the Army (HQDA) reporting, and Business Process Reengineering activities
  • Develop and coordinate solicitation and contract documentation, including Requests for Information, Performance Statements of Work (SOWs), Statements of Objectives (SOOs), Performance Work Statements (PWSs), Quality Assurance Surveillance Plans (QASPs), Commercial Solutions Openings (CSPs), Calls for Solutions (CFSs), Acquisition Requirements Packages (ARPs), and related materials
  • Lead/Participate in program planning activities, including defining program objectives, milestones, and decision points, developing a program roadmap/schedule, and aligning execution with the authorized acquisition pathway
  • Define, track, and report on program execution metrics aligned with agile software development
  • Participate in agile activities such as Program Increment (PI) Planning, sprint planning, and sprint retrospectives
  • Review program, acquisition, technical requirements, and solicitation products and data for accuracy, completeness, and compliance with applicable laws, regulations, policies, acquisition pathways, and decision criteria
  • Assess impacts to the capability solution, acquisition lifecycle, schedule, funding, contracts, performance, and program execution and recommend practical courses of action to decision-makers
  • Prepare and support acquisition milestone reviews, decision gates, Authorization to Proceed activities, and other program decisions, including decision packages, briefings, memoranda, and executive correspondence
  • Coordinate formal document staffing and stakeholder reviews, including comment collection, resolution, adjudication, incorporation, and final approval
  • Prepare and maintain Business Process Reengineering, acquisition evaluation, compliance, and other supporting documentation and certification packages
  • Perform risk management, including risk identification and risk mitigation
  • Participate in planning, status, budget, contract, acquisition, and program review meetings and support program reports, metrics, roadmaps, spend plans, risks, issues, Plans of Action and Milestones, tasks, and deliverables
  • Plan and support major program events, industry engagements, vendor outreach, evaluation activities, and coordination of industry feedback
  • Lead, contribute to, and support technical and acquisition planning, studies, analyses, process improvements, and stakeholder engagement; translate complex IT, software, acquisition, and program issues into practical recommendations that support informed decisions and advance program objectives

Required Qualifications

  • Bachelor’s degree in Acquisition and Contract Management, Program Management, Business Administration, Information Technology, or a related field, or an equivalent combination of education and relevant experience
  • Eight or more years of experience supporting DoD or Army acquisition lifecycle activities
  • Strong knowledge of the DoD 5000 series, FAR/DFARS, and Army acquisition policies and guidance
  • Recent experience with DoD 5000.87 and DoD 5000.75
  • Experience with Agile software development methodologies (e.g., Scaled Agile Framework 6.0)
  • Experience developing acquisition, solicitation, milestone, and decision-support documentation
  • Experience supporting the acquisition or lifecycle management of DoD information technology, business systems, or software capabilities
  • Experience with acquisition governance, program reporting, stakeholder coordination, and formal document staffing
  • Ability to manage multiple priorities independently in a fast-paced environment
  • Strong written and verbal communication skills, including preparation of leadership briefings and executive-level documentation
  • Proficiency in Microsoft Office, SharePoint, Teams, and Project Management Resources Tools (PMRT) or similar acquisition tools
  • Must possess and maintain a Secret security clearance

Desired Qualifications

  • Experience supporting an Army program management or acquisition office
  • Experience with Defense Business Systems, software acquisition, or Business Process Reengineering requirements
  • Familiarity with Agile acquisition environments and Army organizational structures
  • Experience with Jira, Power BI, or similar reporting and task-management tools
  • Relevant acquisition, program management, contracting, or Agile certification

Salary : $130,000 - $160,000
