Job Title: Personal Property Deputy
Department: Assessor’s Office
Reports To: Assessor
FLSA Status: Nonexempt

Principal Function: The Personal Property Deputy is responsible for maintaining the Assessor’s Offices’ databases for all of the Adams County taxing districts by entering, verifying, and balancing data in accordance with the Department of Local Government Finance (DLGF) guidelines and the Property Tax Adjustment Board of Appeals (PTABOA).

Essential Duties and Responsibilities: Duties include, but are not limited to:

1. Enters property record information accurately to include: new construction/removals, annexations, splits/survey changes, transfers/land contracts, combinations, tax exempt parcels, memos on individual parcels, address changes, value, electronically drawing sketches of dwellings and outbuildings and their locations and soil types into the XSoft INcama software system.

2. Reviews residential and agricultural parcels for cyclical reassessment by comparing pictures and footprints to the XSoft INcama and ArcAdvantage records of land, improvements and conditions and improvements and makes changes as appropriate; updates tax information in the XSoft INcama system.

3. Measures and reviews improvements for new construction and remodels in the field.

4. Maintains all property class codes on real estate and mobile homes; assigns correct allocation percent on real estate, mobile homes and split parcels to each improvement or land type.

5. Maintains new personal property program (PPOP-IN); educate taxpayers, CPA’s and accountants.

6. Assesses and then prints and emails personal property forms to taxpayers, makes appointments with taxpayers, enters data, balances reports and maintains all confidential information.

7. Assists title company representatives, attorneys, bank officials and general public at the counter.

8. Completes abatements for all personal property in coordination with the laws set by the State of Indiana. Assists cities, attorneys, tax representatives and the Auditor with all abatements, ensuring compliance with state law.

9. Creates and reviews year-end reports and submits the values to the Auditor. The reports roll to the Department of Local Government Finance (DLGF) and other state agencies when balanced with the Auditor.

10. Coordinates with vendors to ensure software programs are consistent with DLGF guidelines.

11. Submits personal property and mobile home values to state agencies via extracts.

12. Assists Citizens with all aspects of the Petition for Review of Assessment by Local Assessing Official (Form 130) regarding appeals and all aspects of the appeals process between the Citizen and the Assessor and/or the Citizen and the Property Tax Adjustment Board of Appeals (PTABOA).

13. Maintains history jackets to include: parcel information, filing and relabeling folders.

14. Has working knowledge of the appeals process with PTABOA, assists with process as needed.

15. Balances all taxing districts, rolls to the Auditor and the Assessor to balance.

16. Creates and prints notice of assessment of land structure/improvements and prepares for distribution and/or mailing.

17. Assists taxpayers by answering questions, explaining and verifying property record cards and how their assessed value increased or decreased. Understands when parcels combine, removal requests and knows where to direct calls regarding deductions, tax rates, the calculation of bills, etc.

18. Researches any non-compliancy issues as needed.

19. Assists other County office staff members to include: Auditor’s Office, Recorder’s Office, Treasurer’s Office and Building and Planning to resolve issues.

20. Completes administrative duties to include: attending meetings, reviewing statistics and reports, completing various reports, answering inquiries, etc., as needed.

21. Maintains Indiana Assessor/Appraiser Certification Level 1 and 2 if received.

22. Maintains an effective communication process with the Assessor.

Supervisory Responsibilities: This job has no supervisory responsibilities.

Education and/or Experience: High school diploma or general education degree (GED) and three-years related experience and/or training; or equivalent combination of education and experience. Previous clerical and/or administrative experience working in a government related environment is desired. Indiana Assessor/Appraiser Certification Level 1 and 2 are desired.

Other Skills and Abilities: The following skills and abilities are either required or desired.

· Computer software skills required include: Microsoft Outlook, Word, Excel, PowerPoint, Teams, XSoft INcama, ArcAdvantage, Photo Studio, MVP, Simplifile, Pictometry, PPOP-IN, CRS and DocRecord.

· The ability to interpret, explain and apply complex Federal State and Local laws, policies, procedures, codes and regulations pertaining to the assessment process is required.

· The ability to read deeds and surveys is required.

· The ability to accurately run and review reports with the appropriate criteria selected and export the information to Excel while paying attention to detail is required.

· A working knowledge of when parcels may be combined is required.

· The ability to direct calls regarding deductions, tax rates, calculation of tax bills, etc. to the appropriate person is required.

· A working knowledge of property class codes, special property class code designations and their meanings is required.

· A working knowledge of the percentages given to each improvement or land type is required.

· The ability to attend continuing education classes as required by the Indiana Department of Local Government Finance (DLGF) is required.

· The ability to respond to and resolve difficult inquiries and complaints is required.

· The ability to perform a variety of general clerical duties to include: type and proofread a variety of documents; maintain files and records; receive, process and sort incoming mail and prepare outgoing mail is required.

· The ability to work independently, analyze and resolve problems, and make decisions is required.

· The ability to provide excellent customer service skills to the public is required.

· The ability to apply excellent organizational skills is required.

  • The ability to effectively communicate on a one-on-one basis with the public is required.

· A general understanding of accounting principles and practices and report writing, while paying close attention to detail is required.

· The ability to be accurate with data entry skills while paying attention to detail is required.

· The ability to remain calm, deal with high stress levels, and meet deadlines is required.

· The ability to work with other County offices internally and externally to resolve customer issues is required.

The ability to attend seminars and conferences, as needed.

· The ability to operate a computer, printer, copy machine, scanner, fax machine, and other office equipment is desired.

· The ability to understand Amish dialects is desired.

· The ability to speak, read and write in English is required. Spanish is desired.

While performing the duties of this job, the employee regularly is exposed to the risk of electrical shock when working with office equipment; and outdoor weather conditions. The employee is occasionally exposed to wet or humid conditions; working near moving mechanical parts; and vibration. The noise level in the work environment is usually quiet to moderate.

While the offices of the Assessor’s Office are usually open from 8:00 a.m. to 4:00 p.m., Monday through Friday, this position may require work beyond these hours and on the weekends. It may also require the ability to drive a County vehicle. Thus, a valid driver’s license may be required.

Pay: From $21.22 per hour

Expected hours: 40.0 per week
