Position Description
Seeking a Operations Research and Systems Analyst (ORSA). The ideal candidate will develop, manage, maintain, and optimize enterprise database systems supporting critical data collection and analysis efforts for the USAARMY at Fort Bliss, Texas.
This position will play a key role in developing and improving database performance, ensuring data integrity and security, and supporting data-driven decision-making that impacts experimentation.
The ideal candidate will be a technically proficient, detail-oriented, and proactive problem solver with hands-on experience in SQL databases, and cloud environments. Possess excellent verbal and written communication abilities. Work both independently and as part of a collaborative team. Highly organized, detail-oriented, and self-motivated.
Key Responsibilities
Evaluate techniques and design patterns and make recommendations that will improve delivery solutions. Collaborate with the ORSA team to design, develop, test, release, maintenance, and technical support of custom data applications to optimize data collection activities and analysis. Inform and leverage database capabilities to support research and in-stride analysis. Providing relevant and credible underpinning analysis to support all findings and recommendations. Providing briefings on analysis of progress and results as required.
- Design & Development: Performs data modelling and database design for data and reporting applications as well as other applications as needed. Creating and optimizing database structures (schemas, tables, indexes).
- Collaboration: Working with other departments to understand data needs and provide support. Partner with developers, system administrators, and other teams to support system enhancements and data integrations.
- Data Management: Defining procedures, managing data lifecycle, and ensuring data quality.
- Troubleshooting & Support: Diagnose and resolve performance, connectivity, and data integrity issues; provide technical support to development and infrastructure teams.
- Documentation: Maintain detailed documentation for database configurations, policies, and troubleshooting procedures. Create detailed Standard Operating Procedures (SOPs) and user-specific onboarding documentation to facilitate smooth adoption of new software.
Required Skills & Qualifications
Knowledge of professional software engineering practices, software quality assurance practices & best practices for the full software development life cycle, including coding standards, code reviews, source control management, build processes, testing, and operations.
Working knowledge of waterfall and Agile methodologies, design and application of software design pattern.
Knowledgeable in data integration and/or data migration design and implementation, data management principles and best practices, and the architecture and design of Business Intelligence solutions.
Knowledge of new and emerging technologies related to data management such as data catalog, data lineage, and data quality management.
· Technical Expertise:
Skilled in scripting using any or combination of the following: Python, R, R Shiny, SQL, JAVA, Power Shell, and/or any other scripting languages.
Knowledge of SQL, query optimization, and scripting (PowerShell, Python, or Bash).
Proficient in developing solutions using any or combination of the following: SQL Server, T-SQL, Stored procedures, Azure Data Lake, Azure Data Factory, Master Data Services, SSIS, and SSRS.
Exposure to cloud database platforms such as Azure SQL Database or AWS RDS is a plus.
Proficient in source code management using GitHub.
Capable of learning and adapting new scripting, and collaboration tools.
· Education and / or Experience:
Bachelor's degree in Computer Science, Information Technology, or a related field (or equivalent practical experience). A combination of experience and education may be considered for a well-qualified candidate’
· Security
Must be able to pass a background check and obtain a SECRET clearance.
