Job Title: Site Safety and Health Officer

Job Description

The Site Safety and Health Officer (SSHO) serves as the on-site authority for all safety and health matters on an active construction site. This role ensures full regulatory compliance, proactive hazard mitigation, and the safe execution of construction activities, particularly within federal construction environments. The SSHO enforces safety policies while partnering closely and effectively with project teams to maintain a strong safety culture and support successful project delivery.

Responsibilities

  • Serve as the on-site authority for all safety and health matters on the construction site.
  • Ensure compliance with all applicable safety regulations, standards, and project-specific safety requirements, including federal construction safety criteria.
  • Identify, assess, and mitigate hazards to support the safe execution of construction activities.
  • Develop, implement, and enforce Activity Hazard Analyses (AHAs) and other safety control measures tailored to ongoing site activities.
  • Conduct regular safety inspections of work areas, equipment, and practices to verify compliance and identify potential risks.
  • Coordinate and deliver safety training and toolbox talks to reinforce safe work practices and regulatory requirements.
  • Enforce site safety policies consistently while maintaining effective working relationships with project teams and subcontractors.
  • Document safety inspections, incidents, near misses, and corrective actions in accordance with project and regulatory requirements.
  • Work independently to manage day-to-day safety operations on an active construction site.
  • Collaborate with project leadership to plan work activities with safety considerations integrated into schedules and methods.
  • Support incident investigations and recommend corrective and preventive actions to avoid recurrence.
  • Promote a proactive safety culture through visible field presence, coaching, and continuous engagement with site personnel.

Essential Skills

  • OSHA 30-Hour Construction Safety certification.
  • Current CPR / First Aid certification.
  • Minimum 18 months of SSHO or equivalent safety experience within the past 5 years, supporting facility construction projects valued at $15M or equivalent federal construction experience.
  • Hands-on experience working in federal construction environments.
  • Demonstrated experience developing and enforcing Activity Hazard Analyses (AHAs), inspections, and safety control measures.
  • Ability to manage safety operations independently on an active construction site.
  • Strong knowledge of construction safety practices and regulations.
  • Experience providing safety training and guidance to construction teams.
  • Proven ability to enforce safety policies while maintaining effective partnerships with project teams.

Additional Skills & Qualifications

  • EM 385‑1‑1 SSHO Training Certificate completed through an approved USACE or NAVFAC provider (subject to review by a qualified authority).
  • Experience with USACE safety requirements and procedures.
  • Back-ground in federal construction safety oversight.
  • Strong communication and interpersonal skills to influence and support safe work practices.
  • Ability to conduct thorough safety inspections and clearly document findings and corrective actions.
  • Capability to work in a fast-paced construction environment while maintaining high safety standards.

Work Environment

This position is fully onsite at an active construction site. The SSHO works in and around ongoing construction activities, including exposure to outdoor weather conditions, varying terrain, noise, and typical construction hazards. The role requires regular field presence, walking the site, climbing stairs or ladders as needed, and interacting directly with craft workers, subcontractors, and project leadership. Work hours generally follow standard construction schedules and may require flexibility to support critical activities or address safety concerns as they arise. Appropriate personal protective equipment (PPE) is required in designated areas in accordance with site safety policies.

This is a Contract to Hire position based out of Fayetteville, NC.

Pay and Benefits

The pay range for this position is $35.00 - $40.00/hr.
