Job Description
The Site Safety and Health Officer will lead all safety and health activities for a long-term construction project involving a new visitor center, from current structural work through interior systems such as electrical and plumbing. This role oversees the implementation and enforcement of safety programs and regulatory compliance, serves as the on-site safety authority, and makes binding safety-related decisions on behalf of the contractor for the duration of the project through completion, anticipated around January 2027.
Responsibilities
- Manage, communicate, implement, and enforce compliance with Occupational Safety and Health Administration (OSHA) regulations and United States Army Corps of Engineers (USACE) EM 385-1-1 requirements on the project site.
- Implement and maintain project safety processes as stipulated in the approved Health and Safety Plan, Accident Prevention Plan, and Activity Hazard Analyses.
- Remain on-site at all times during the performance of work to perform tasks specific to contract task orders and to provide continuous safety oversight.
- Make binding safety-related decisions on behalf of the contractor to protect workers, visitors, and property.
- Conduct safety briefings on a daily, weekly, and/or monthly basis, as required by project activities and regulatory standards.
- Perform daily and monthly site safety audits to identify hazards, verify compliance, and drive corrective actions.
- Complete or obtain daily work permits, including but not limited to confined space, hot work, safe work, and dig permits, ensuring that all required authorizations are in place before work begins.
- Work closely with the Project Manager to obtain and verify appropriate safety certifications for subcontractor employees for tasks such as fall protection, confined space entry and attendant duties, trenching, equipment operations, and asbestos and lead abatement.
- Document competent persons on site for each scope of work and ensure they fulfill their responsibilities.
- Review and amend Activity Hazard Analyses to reflect field changes, new tasks, or evolving site conditions, and communicate updates to all affected personnel.
- Implement clear reporting procedures in the event of incidents, accidents, or near misses, ensuring timely notification and documentation.
- Investigate and evaluate incidents and accidents to identify root causes and recommend procedural or process changes to prevent recurrence.
- Maintain accurate and complete safety records, reports, and documentation in accordance with project requirements and regulatory standards.
- Collaborate with project leadership, subcontractors, and workers to promote a strong safety culture and continuous improvement in safety performance.
- High school diploma or General Education Diploma (GED).
- At least 5 years of continuous construction industry safety experience supervising or managing general construction, including managing safety programs or conducting hazard analyses and developing controls.
- Current OSHA 30-hour Construction Safety and Health training completed within the last 5 years.
- OSHA 30-hour General Industry Safety and Health training.
- Formal construction or industrial safety and health training that covers subjects in USACE EM 385-1-1.
- Demonstrated ability to interpret and apply OSHA regulations and USACE EM 385-1-1 requirements on active construction sites.
- Proven experience conducting safety briefings, site safety audits, and incident investigations.
- Ability to make timely, binding safety decisions in the field and to adjust hazard analyses as conditions change.
- Intermediate proficiency with Procore for construction management and documentation.
- Intermediate proficiency with Bluebeam for reviewing and marking up construction documents.
- Intermediate proficiency with Microsoft Word and Excel for preparing reports, logs, and safety documentation.
- Intermediate proficiency in oral and written communication, including the ability to present safety information clearly to diverse audiences.
- Intermediate proficiency in problem solving, including the ability to identify hazards, evaluate risks, and implement effective controls.
- Experience supporting safety certifications and training for subcontractor personnel in areas such as fall protection, confined space entry, trenching, equipment operations, and asbestos and lead abatement.
This role is based on an active construction site for a new visitor center where the structural frame is in place and work is progressing through roof decking, floor pours, and subsequent phases such as electrical and plumbing installation. The Site Safety and Health Officer works on site during all work activities, engaging directly with field crews, subcontractors, and project leadership in a dynamic, hands-on environment. The position involves regular site walks, safety audits, and field observations in varying weather conditions and around typical construction equipment and materials. Work is performed using standard construction safety tools, documentation systems, and software such as Procore, Bluebeam, Microsoft Word, and Excel. Travel and lodging may be required for the duration of the project, with daily and weekend per diem aligned to applicable guidelines.

This is a Contract to Hire position based out of Knoxville, IA.
Pay and BenefitsThe pay range for this position is $55.00 - $60.00/hr.
