Job Title: Senior Business Analyst (Child Welfare, Health & Human Services, Oracle/Cognos – 7 Years Exp)Location: New York, NY (Hybrid) We are currently seeking candidates who meet the following qualification Qualifications:Developed business process definitions, business rules, and process decompositions to support system enhancements and operational improvements.Extracted and documented business rules from existing applications and systems to ensure accurate translation into future-state solutions.Supported Change Management initiatives by analyzing business processes for efficiency, identifying compliance gaps, and aligning with New York State and Federal regulations.Collaborated directly with end users in human services environments, delivering classroom and on-the-job training and technical assistance to support successful system adoption.Hands-on experience with Health and Human Services (HHS) systems and program workflows, including child welfare programs.Conducted application and system analysis involving relational databases (e.g., Oracle) and reporting tools such as COGNOS.Strong proficiency in Microsoft Office Suite, including advanced data manipulation and reporting using Excel, Access, and Project.Interpreted and applied State and Federal laws and regulations impacting health and human services programs to guide requirements and ensure compliance.
