JOB DESCRIPTION
Responsibilities
• Project Planning & Execution
o Work with selected vendor to manage and hold accountable to the project plan: scope, timeline, milestones, deliverables, and work breakdown
o Coordinate requirements gathering, software customization, testing, and deployment phases
o Ensures the selected vendor completes project documentation including, but not limited to, status reports, risk logs, issue logs and effective management of the state’s SharePoint site
• Stakeholder Management
o Engage with cross-functional teams: business analysts, registry staff, IT, legal, compliance and external stakeholders
o Facilitate requirements, steering committee meetings, and stakeholder updates
o Manage expectations and bring escalations to the Chief of OHSM
• Budget & Resource Management
o Track budget, track expenditures, manage vendor contracts and invoices with adherence to state procurement rules and limit change orders
o Coordinate and allocate internal and external resources effectively
• Risk & Change Management
o Identify, analyze, and mitigate project risks and dependencies
o Manage scope changes, document them, evaluate impact, and gain approval
o Interface with and ensure reporting to ETS any IV&V-related activities or reported (see below)
• Quality Assurance & Testing
o Work with the vendor to define and lead user acceptance testing (UAT)
o Ensure data integrity, system performance, security compliance, and regulatory adherence
• Training & Roll-out
o Coordinate training activities with the vendor to roll out manuals, guides and videos for internal and external stakeholders, end users and trainers
o Oversee pilot launches and coordinate with operations for full deployment
• Go-Live & Post Implementation Support
o Plan go-live, fallback procedures, cutover checklist
o Monitor system post-launch; coordinate issue resolution and post go-live review
• Ensure Independent Verification & Validation (IV&V)
o Provides an objective, third-party assessment of both the project processes and the product being built. IV&V does not participate in development—it evaluates.
Required Qualifications
• Bachelor’s degree in Computer Science, Information Systems, Public Health, Business, or related field
• 5 years’ project management experience, ideally in software implementations for public records, registry, or healthcare systems
• PMP, PRINCE2, or equivalent project management certification
• Strong stakeholder engagement and communication skills
• Proven experience with ALM tool sets
• Familiarity with data security, privacy regulations, and database technologies
• Excellent analytical, organizational, leadership, and problem-solving skills
• Ability to manage and influence cross-functional teams
• Experience with training, documentation, and knowledge transfer
Desired Knowledge and Skills
• Prior experience selecting and implementing ERP, database, or Cloud solutions (e.g., AWS, Azure)
• Data migration, ETL, and legacy system integration experience
• Hands-on with SaaS or enterprise software deployment
• Understanding regulatory compliance: HIPAA, GDPR, or equivalent Performance Metrics
• On Time Delivery: Adherence to project timelines and milestones
• Budget Control: Staying within financial constraints or justified variances
