Position Summary

The Special Instructor implements Individualized Family Service Plan (IFSP) outcomes for eligible infants and toddlers within the Office of Child Development and Early Learning (OCDEL) Early Intervention Service Delivery Model. This position partners with families to provide coaching, education, and developmental support in natural environments while fostering meaningful relationships that promote each child's growth and success. The Special Instructor reports to the Early Intervention Manager and facilitates the Birds of a Feather Playgroup in Westmoreland County and surrounding areas.

Key Responsibilities

  • Implement strategies and interventions identified within each child's Individualized Family Service Plan (IFSP).
  • Review and utilize Multidisciplinary Evaluations and IFSPs developed by the Interdisciplinary Assessment Team (IAT).
  • Establish supportive, collaborative relationships with families and caregivers through a family-centered coaching approach.
  • Utilize Early Intervention Service Delivery Model techniques to coach families toward achieving IFSP outcomes.
  • Maintain accurate and timely documentation, including session notes, data collection, quarterly progress reports, transition paperwork, and other required records.
  • Complete and submit weekly timesheets and required documentation within Unicentric.
  • Schedule and provide services in homes, childcare settings, and other community-based environments as appropriate.
  • Collaborate with therapists, educators, physicians, community agencies, and other professionals involved in the child's care.
  • Participate in staff meetings, in-service trainings, and professional development opportunities.
  • Assist with seminars, conferences, community outreach, and public speaking engagements related to Early Intervention.
  • Develop and deliver presentations for parents, professionals, and community groups.
  • Serve as a mentor for interns and practicum students from colleges and universities as assigned.
  • Facilitate the Birds of a Feather Playgroup, including planning activities, preparing materials, and completing required documentation.
  • Maintain availability for work-related communication, including the use of a personal cell phone when required. Employees may be eligible for a cell phone stipend.
  • Perform other duties as assigned.
Qualifications:

Required Qualifications

  • Bachelor's degree or equivalent in Early Intervention, Early Childhood Education, Special Education, Child Development, or a related field.
  • Experience working with young children with developmental delays or disabilities and their families.
  • Strong interpersonal, organizational, and communication skills.
  • Ability to establish collaborative relationships with families and interdisciplinary team members.
  • Ability to maintain accurate documentation and manage multiple priorities.
  • Valid Pennsylvania driver's license and reliable transportation.
  • Ability to obtain and maintain required Act 33, Act 34, and applicable background clearances.

Preferred Qualifications

  • Master's degree in Early Intervention, Early Childhood Special Education, Special Education, Child Development, or a related field.
  • One or more years of experience working with children with disabilities and their families, or completion of a supervised practicum in a college or university setting.
  • Pennsylvania K–4 or K–8 Teaching Certification.
