Position Summary

The Quality Specialist is responsible for supporting Achieva Support programs with the development, implementation, and oversight of quality initiative strategies to improve the quality of service delivery.

This position ensures compliance with Pennsylvania Office of Developmental Programs (ODP) regulations, Office of Child Development and Early Learning (OCDEL), Office of Long Term Living (OLTL), federal and state requirements, accreditation standards, and agency policies while promoting person-centered practices, continuous quality improvement, and positive outcomes for people receiving services.

The Quality Specialist reports to Achieva Support’s Vice President of Quality and Compliance. In the absence of the Vice President of Quality and Compliance, this position reports directly to the President of Achieva Support.

Key Responsibilities

  • Adhere to Achieva and Achieva Support policies, procedures, mission, and core values.
  • Maintain knowledge of current county, state, and federal regulations, standards, and licensing requirements applicable to Achieva Support programs.
  • Collaborate with programs to identify opportunities for improvement, analyze data, conduct audits, and implement quality initiatives that enhance service delivery and ensure health and safety.
  • Participate in the Qualification and Quality Assessment and Improvement Process.
  • Review Performance Based Contracting standards, measures, and data.
  • Conduct ongoing and random record reviews and audits to ensure quality documentation for reimbursement and licensing.
  • Prepare and submit comprehensive reports on audits, oversights, and reviews to management.
  • Ensure documentation reflects person-centered practices and regulatory requirements.
  • Collect, analyze, and share data with identified stakeholders.
  • Participate in quality improvement projects focused on improving outcomes for people receiving services.
  • Monitor the effectiveness of improvement initiatives and recommend process enhancements.
  • Obtain and maintain Quality Management (QM) certification.
  • Obtain and maintain Certified Investigator Certification.
  • Participate as a Peer Reviewer for the investigation process as needed.
  • Promote a culture of continuous quality improvement throughout the organization.
  • Assist with maintaining policies and implementing revisions as needed.
  • Serve as an advocate and liaison for the people supported at Achieva Support.
  • Perform other duties as assigned.
Qualifications:
  • Associate's Degree
    • Bachelor’s preferred in human services, social science and/or related field and/or 2 years of experience and industry experience of working with people with disabilities.
  • Effective interpersonal, motivational, and organizational skills, as well as strong written and verbal communication skills.
  • Necessary computer/knowledge skills; i.e, Microsoft PowerPoint, Excel, Word, Google Docs, Google Sheets, etc.
  • Must meet Act 33, Act 34 and FBI clearance requirements.
  • Valid driver’s license and properly insured vehicle must be available for use.
  • Some local travel and occasional evenings and weekends required.
  • Hybrid or remote work flexibility may be available based on organizational needs.
