Position Summary
The Lead Representative Payee Specialist serves as a liaison between the Representative Payee Department in Westmoreland County, the Westmoreland County Behavioral Health and Developmental Services (BHDS) Office, community partners, and the Representative Payee Manager. This role works closely with the Representative Payee Manager to support efficient program operations, identify areas for improvement, and ensure quality service delivery. In addition to maintaining an active caseload as a Representative Payee Specialist, the Lead Representative Payee Specialist assists individuals in establishing and managing budgets to ensure payment of living expenses and personal allowances. This position is responsible for carrying out program functions in conjunction with the Social Security Administration (SSA) and the Base Service Unit (BSU) of the county IDD office.
Key Responsibilities
- Caseload & Financial Management: Support the achievement of individuals’ personal outcomes and goals. Assist individuals in establishing and managing budgets to ensure payment of living expenses and personal allowances. Process monthly client budget expenditures, file/label outgoing monthly expenditures, and organize them by date. Assist individuals with financial matters via telephone communication and attend client budget review meetings. Provide income verification information for annual client rent rebate forms.
- Daily Financial Monitoring: Monitor bank accounts daily for deposits, distribute printouts as needed, maintain monthly master deposit lists, and scan deposits to the shared drive.
- Referrals & Intake Processing: Process individual applications submitted through referrals. Monitor new referrals and waiting lists for services. Open BSU and Representative Payee services for referrals, enter referrals into Unicentric, and distribute referrals to the team for intake processing.
- Compliance & Agency Reporting: Carry out program functions in conjunction with the Social Security Administration (SSA) and the Base Service Unit (BSU). Complete annual SSA payee reports and SSA disability update reports. Complete monthly departmental reporting, including Census and Attendance Reports, and distribute reports to Westmoreland County, the Representative Payee Manager, and the office front desk.
- Departmental Coordination & Support: Serve as the primary point of contact in the Greensburg office for incoming calls related to the Representative Payee Program. Retrieve and enter personal and financial information into applicable systems. Scan and maintain individual records, review/sort incoming client mail, and submit requests for program supply orders. Monitor local online newspapers, obituaries, and the Westmoreland County Prison website daily for active BHDS clients and report findings to the team.

- Experience: Previous experience in financial case management, human services, or a related administrative role working with SSA/county funding systems preferred.
- Skills: Strong financial organization, budgeting skills, and high attention to detail. Excellent communication, data entry, and multi-tasking abilities.
- Clearances: Must meet standard background checks and county clearance requirements.
