Mechanical Engineer- Fort Benning

Salary: Based on experience and will be discussed with manager in interview

REQUIREMENT- Must be a US Citizen and must pass a federal background review and drug screen

Duties/Responsibilities:

  • Review contractors' quality management and control procedures on large military installations and report findings to the Contracting Officer's Representative.
  • Attend and participate in the 3-Phase Inspection process.
  • Observe and investigate construction to identify major problems and report findings to the Contracting Officer's Representative.
  • Review submittals and provide recommendations to the Contracting Officer's Representative concerning acceptability.
  • Review and provide written comments to the Contracting Officer's Representative on selected contractor submittals pursuant to special clauses of the contract.
  • Evaluate contractor questions and RFIs/RFCs and recommend solutions to the Contracting Officer's Representative.
  • Review contractors' construction schedules and report findings to the Contracting Officer's Representative.
  • Provide a recommendation to the Contracting Officer's Representative concerning the acceptability of draft construction progress reports and contract performance, payment estimates, and other reports concerning the progress of construction.
  • Review and provide written comments on the accuracy of contractor payment estimates.
  • Compute contract time extensions and suggest extensions to the contract time to the Contracting Officer's Representative.
  • Assist the Contracting Officer's Representative in preparing documents during the sequence of events required for processing a change order and claims from initial action to final negotiation and payment. Will not determine reasonableness of cost or approve change orders.
  • Provide the Contracting Officer's Representative review and analysis of change requests.
  • Assist Contracting Officer's Representative in drafting letters to contractor explaining deficiencies found and corrections necessary.
  • Make technical interpretations of drawings and specifications and provide engineering determinations on whether methods and materials employed meet the requirements of contract specifications and make appropriate recommendations to Contracting Officer’s Representative.
  • Review contractor’s records of work accomplished, and materials used and report findings to the Contracting Officer's Representative.
  • Maintain a liaison with the DPW for the Resident Office.
  • Contacts with the DPW include assistance of all kinds but not involving either the exercise of discretion in applying Contracting Officer's Representative authority or making value judgments in making decisions for the Contracting Officer's Representative which will contribute to the activation and timely completion of the facilities and the construction of functional and sound engineering structures.
  • Advise Contracting Officer's Representative of all liaison contacts.
  • Plan work schedules and priorities to meet directions provided by the Contracting Officer's Representative.
  • Report any violations of the Corps of Engineers Safety & Health Requirements
  • Manual, EM 385-1-1, and other District and contractual safety requirements.
  • Inspect work areas for safety and health requirements and note safety recommendations and corrective action taken on daily reports.
  • Review project plans and specifications to determine such things as practicability from construction standpoint, whether physical obstructions or other construction difficulties have been anticipated, and whether materials selected are readily available.
  • Provide written comments to the Contracting Officer's Representative.
  • Keep Contracting Officer's Representative informed on project operations.
  • Attend weekly meetings to assist the Contracting Officer's Representative in clarifying principal construction features. Assist the Contracting Officer's Representative in informing contractors of requirements concerning construction.
  • Notify the Contracting Officer's Representative of any modifications to existing structures, change orders, time extensions and claims.
  • Utilize the Resident Management System to prepare and submit reporting information, in accordance with the Resident Office protocol.
  • Provide a variety of narrative and tabular material (e.g., staff studies, correspondence, reports, cables, directives, technical papers, manuals, charts, statistical tables) having one or more of the following characteristics:
    • the continuous use of a wide variety of scientific or technical terms requiring accuracy in spelling, and syllabification, which occasionally require reference to technical dictionaries, or similar material;
    • non-specialized terminology in documents requiring the use of a wide variety of formats with responsibility for assuring the propriety of form and material in final form;
    • determinations regarding form and arrangements when numerous headings and subheadings are present;
    • selection, rearrangement or consolidation of data from a number of source documents based upon instructions indicating only the general nature of the end project or objectives to be achieved.
  • Perform other duties as assigned.

Education/Experience:

  • Bachelor’s degree in Mechanical Engineering or related field with 4 years of construction experience,
  • Or, high school diploma with 10 years of construction project inspection experience on large, complex, multimillion-dollar projects.
  • Experience with construction inspection, contract administration, and/or office engineering support.
  • Experience with mechanical/HVAC/plumbing systems and mechanical construction inspection.
  • Professional Engineer (PE) license preferred.
  • Army Corp of Engineering (USACE) or other federal project experience, preferred
  • Proficiency in Microsoft Office, including Excel and PowerPoint.
  • Proficiency in MicroStation and AutoCAD.
  • Ability to interpret construction drawings, plans, specifications, and contract documents.
  • Experience reviewing contractor submittals, RFIs/RFCs, schedules, quality control procedures, payment estimates, and change requests.
  • Strong written and verbal communication skills with the ability to prepare technical reports and recommendations.
  • Experience using RMS 3.0, preferred
