Position Goal: The Bilingual Program Lead Teacher and English Learner (TOSA) supports the district-wide implementation, coordination, and continuous improvement of Bilingual and English Learners (EL) programs, including instructional services, compliance supports, and program monitoring across Belen Consolidated Schools.
Under the direction of the Assistant Superintendent of Academics, this position facilitates alignment of bilingual programming and English Learner (EL) programs to ensure each school provides equitable, high-quality language acquisition instruction in compliance with New Mexico Public Education Department (NMPED) and federal guidelines. The role promotes consistency across schools so that all multilingual learners receive equitable access to robust bilingual and English Learner (EL) services.
This position remains a teaching role with additional facilitation responsibilities. The Bilingual and English Learner (EL) Program Lead Teacher does not supervise or evaluate teachers or administrators and does not serve as the program's authority; oversight remains with the Assistant Superintendent of Academics. The position receives teacher pay with additional contract days as assigned.
Required Qualifications:
- Bachelor’s degree and Master’s Degree from an accredited college or university.
- Valid New Mexico Level III Teaching License with Bilingual/ESL endorsement (TESOL)
- Fluency in English and Spanish (verbal and written)
- Demonstrated record of improving English Learner (EL) students’ language proficiency and academic outcomes, as evidenced by student growth data (e.g., WIDA, ACCESS, AVANT, formative and summative assessments) minimum of two (2) years.
- Ability to travel between school sites and work flexible hours as needed
- Knowledge of New Mexico’s research-based Bilingual Multicultural Education Program (BMEP) models: dual language immersion, maintenance, enrichment, heritage, and transitional
- Ability to build collaborative relationships with teachers, administrators, families, and community partners
- Knowledge of WIDA, ACCESS, AVANT and language standards.
