General Description
The 477 Program provides services to tribal families, individuals and other Native Americans who need job placement training, work experience, childcare assistance, youth services and other support services to become self-sufficient. The 477 Operations Specialist will assist with general office duties as well as be cross-trained in case management, intake and outreach. The 477 Program Assistant may perform both program delivery and participant interventions. They may also perform work to include, but are not limited to, supportive services outreach assistance; employment specialist type duties for participant employment assistance, assist 477 Executive Director as needed; 477 Program procurement related duties; 477 Program staff travel arrangements; Assist in planning for training opportunities for staff and participants.
Responsibilities & Duties
Administrative Duties (30%)
- Provide professional administrative support to ensure the program operates efficiently and effectively.
- Assist in coordinating staff conferences for the purpose of overall program planning.
- Assist to coordinate the program goals and objectives with the 477 Director and other related Tribal departments.
- Provide input on monthly reports presented to the Executive Committee for informal or formal oral evaluations of the program.
- Assess program needs as well as develop goals and outcomes that meet the needs of the target population.
- Assists 477 Program Administration with day to day coordination and oversight of all 477 programs making sure they comply with all Federal and State Regulations.
- Assists 477 Program staff with planning/coordinating for internal/external meetings, training opportunities and related events that meet the objectives of the 477 Plan.
- Assist leadership in developing new programs and new project management activities as needed.
- Coordinate and assist with regular meetings for 477 program staff to identify areas that need attention in order to meet the needs of tribal members.
- Ability to maintain effective work relationships with supervisory personnel, representatives from all levels of government and general public.
- Assist 477 Executive Director in training 477 staff for program compliance, coordination of services and all program requirements.
- Assist with coordinating and developing presentation information and materials for educating AST Tribal Members and Employees.
Procurement/Asset Control (40%)
- Assist with managing 477 Program buildings and affiliated properties as needed.
- Procure program/office supplies; assist with paying vendors including getting added to accounting system.
- Maintain/Coordinate 477 Program fleet vehicles to include routine inspections, maintenance and repairs.
Participant Direct Services (30%)
- Assist Participants with job readiness, employment soft skills development and employment skills evaluations for the Subsidized Employment services.
- Maintain files and process all paperwork to ensure due process and in compliance with Federal regulations and confidentiality and privacy laws.
- Ability to cross-train and fill in for other staff as needed.
- Assist Participants directly as needed.
- Support 477 Program staff in direct service related tasks as needed.
- Be a team player who helps the organization meet its goals and objectives.
- Ability to take initiative to meet work objectives and goals.
- Positively represent the Tribe by maintaining the trust Absentee Shawnee Tribe has placed within him/her and maintain a high level of cultural sensitivity to all persons.
- Must adhere to Absentee Shawnee Tribe Personnel Policies and Drug and Alcohol Policies

Qualifications
Education and Qualifications
- Associated Degree in Social Services, Human Services, or Business or related field or able to obtain within 1 year of employment. Bachelor’s Degree preferred.
- Must be able to work independently with minimal amount of supervision.
- Knowledge of case management and service planning theories and practices, preferred.
- Must have experience in working with Native American communities, experience in Tribal social services settings, preferred.
- Must exercise mature judgment in dealing with people and in the solving of individual and family problems related to the provision of employment, education and training.
- Must be able to adhere to confidentiality and privacy policies related to participant data and services.
- Must be courteous to the public, other tribal employees, and tribal leaders.
- High working knowledge of computer skills including Excel, Outlook and Word.
- Excellent oral and written communication as well as good listening skills.
- Must be able to pass a drug test for pre-employment for the Tribe
- Must have a valid Oklahoma Driver’s License.
- Must be able to pass a background check.
Physical Requirements and Working Conditions
- Must be able to sit, stand, stoop, bend or kneel for long periods of time.
- Sitting or standing or walking for long period of time; occasional bending, squatting, kneeling, stooping; good finger dexterity and feeling; frequent repetitive motions; talking hearing and visual acuity.
