Regulatory Affairs & Compliance Operations
- Work collaboratively with the Compliance Manager and Leasing and Recertification Manager, as peer departmental leaders within the Compliance & Regulatory Affairs Division, to coordinate regulatory and operational initiatives, monitor departments workflows, and support the timely completion of compliance-related responsibilities. Coordinate regulatory and administrative workflow accountability, tracking assigned deliverables, identifying operational concerns, escalating unresolved issues as appropriate, and helping ensure regulatory deadlines, reporting requirements, and departmental procedures are consistently met across teams.
- Complete and manage portfolio-wide rent increase schedules, including Section 8 contract rent increases and HCD SRI submissions.
- Maintain comprehensive oversight of all regulatory reporting across the portfolio, ensuring full visibility into reporting requirements, timelines, and deliverables.
- Partner with the VP, Compliance & Regulatory Affairs to develop and validate annual revenue projections.
- Oversee the administrative operations supporting the Compliance & Regulatory Affairs Department, including supervision and coordination or regulatory communications, document management, and compliance support activities, training coordination, and compliance support activities are completed accurately, consistently, and within established timelines by assigned staff. Oversee department coordination related to system access, Housing Authority portal access, credential management, and regulatory user administration.
- Oversee TRACS submissions to HUD, ensuring accuracy and timely reporting.
- Monitor and implement utility allowance adjustments and timely reporting
- Monitor operational inefficiencies, recurring administrative issues, or process gaps and implement corrective operational procedures as needed.
- Completion of budget revenue along with VP, Compliance & Regulatory Affairs
- Oversee the AcHP function, ensuring timely submissions and compliance with program requirements.
- Maintain oversight of Housing Authority portals, ensuring continuous access and functionality.
- Prepare, coordinate, and oversee investor-level reporting and regulatory submissions that do not require direct file review, including tracking reporting deadlines, compiling operational and compliance-related data, and ensuring timely and accurate submission of required reports and documentation
- Provide oversight of department-wide tracking tools, workflow management systems, and operational coordination activities to support regulatory compliance and organizational effectiveness.
- Manage EIV user access requests, coordination, and administrative oversight.
- Oversee the AcHP function portfolio-wide, including monitoring submission timelines, operational compliance requirements, Property Listings, PMPs, outreach coordination, lotteries, and agency communications
- Oversee Housing Authority Portals and ensure access remains available.
- Complete and oversee non-file-related Housing Authority reporting requirements, including LACDA and other agency reporting obligations.
- Oversee and ensure the monthly accuracy of rent, utility allowance, and related compliance data within the RealPage system, including coordination of updates, verification of changes, and monitoring for discrepancies that may impact regulatory compliance or resident charges
- Collaborate with Compliance Manager to ensure operational alignment.
- Facilitate effective communication within the organization.
- Complete and oversee Housing Authority Ownership Packets and all related requirements for new properties, including vendor ID setup, HAP contract execution, and portal setup.Manage the submission of AcHP requirements to ensure adherence to critical timelines and regulatory deadlines.
- Ensure compliance with federal, state, and local housing regulations, including Fair Housing laws.
- Supervise and direct the Regulatory Affairs Coordinator responsible for AcHP submissions and regulatory mailings.
- Set performance goals and provide feedback to drive excellence
Qualifications
Equivalent Education, Experiences, Skills, Knowledge, and Abilities:
- Training and experience in Tax Credit programs.
- Knowledge of Fair Housing regulations.
- Proficiency in property management software. (e.g. RealPage Onesite, , Blue Moon)
- Strong verbal and written communication skills.
