Foster Care & Adoption Case Manager

Location: Virginia Beach, VA
Job Type: Full-Time

Position Overview

Are you passionate about making a lasting difference in the lives of children and families? We are seeking a dedicated Foster Care & Adoption Case Manager to provide comprehensive case management services to children and families experiencing complex social and family challenges. This role is responsible for managing foster care and adoption cases, supporting permanency planning, and ensuring the safety, well-being, and long-term success of children in care.

The ideal candidate is compassionate, organized, and skilled in family engagement, crisis intervention, and collaboration with community partners while maintaining compliance with federal, state, and local child welfare regulations.

Key Responsibilities

  • Manage an active caseload involving foster care, adoption, abuse, neglect, and child permanency planning.
  • Conduct comprehensive assessments of children, families, foster homes, and prospective adoptive families.
  • Develop, implement, and monitor individualized case plans that promote child safety, permanency, and family stability.
  • Facilitate Family Partnership Meetings, Family Assessment & Planning Team (FAPT) meetings, and multidisciplinary team meetings.
  • Coordinate services with community agencies, schools, healthcare providers, courts, and other stakeholders.
  • Build positive relationships with children, biological families, foster families, kinship caregivers, and adoptive families.
  • Provide ongoing support to kinship caregivers and families pursuing reunification whenever appropriate.
  • Connect children and families with formal and informal community resources to strengthen family functioning.
  • Partner with the Virginia Department of Social Services and private agencies to identify and secure adoptive placements.
  • Complete home studies, foster home assessments, and ongoing licensing requirements.
  • Prepare accurate case documentation, court reports, social histories, narratives, and permanency plans.
  • Testify in court proceedings and present cases before Family Assessment & Planning Teams.
  • Ensure timely completion of Full Disclosure requirements and eliminate barriers to permanency.
  • Conduct home visits and community visits, including occasional travel outside the Virginia Beach area or out of state.
  • Utilize crisis intervention, conflict resolution, and family engagement techniques to support children and families.
  • Maintain accurate electronic case records and complete documentation within required timeframes.
  • Follow all federal, state, and local regulations regarding child safety, permanency, confidentiality, and case management.
  • Utilize the New Generation PRIDE curriculum, Virginia Beach Practice Model, and Virginia Practice Model principles in daily casework.

Minimum Qualifications

  • Bachelor's degree in Social Work, Human Services, Psychology, Sociology, Counseling, or a closely related field.
  • Experience in child welfare, foster care, adoption, family services, or case management preferred.
  • Knowledge of child development, trauma-informed care, family systems, and child welfare best practices.
  • Strong assessment, documentation, crisis intervention, and case management skills.
  • Ability to work independently while collaborating effectively with multidisciplinary teams.
  • Excellent written and verbal communication skills.
  • Strong organizational and time management abilities.
  • Proficiency using computers and electronic case management systems.
  • Valid driver's license with the ability to travel throughout the community and surrounding areas.

Preferred Qualifications

  • Experience working in Foster Care, Adoption, Child Protective Services, or Family Preservation.
  • Knowledge of Virginia child welfare policies and procedures.
  • Court testimony and legal documentation experience.
  • Bilingual candidates are encouraged to apply.
