I. DESCRIPTION OF SERVICES
Texas Parks and Wildlife Department requires the services of 2 Database Administrator and Developer , hereafter referred to as Candidate(s), who meets the general qualifications of Database Administrator and Developer, Applications / Software Development and the specifications outlined in this document for the Texas Parks and Wildlife Department .
All work products resulting from the project shall be considered "works made for hire " and are the property of the Texas Parks and Wildlife Department and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Parks and Wildlife Department will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
The Department of Information Resources (DIR) is soliciting the services of an Oracle Database / Forms and Reports Developer (hereafter "the Developer ) who satisfies both the general qualifications of an Oracle Database / Forms and Reports Developer and the specific requirements detailed herein for the Texas Parks and Wildlife Department.
The Developer will assume senior-level responsibilities that include analyzing requirements, developing both server and client software throughout its lifecycle, performing unit testing, and producing relevant documentation. In addition, the Developer will devise innovative methods for handling data securely across various schemas and servers.
The Developer will interpret project requirements and implement or maintain corresponding database components in accordance with client specifications. Responsibilities also include reverse engineering and troubleshooting complex legacy applications using available documentation and baseline requirements, providing support in reading, interpreting, and maintaining code in Oracle Forms, Oracle Reports, and related technologies, as well as advising both the team and management on technical decisions.
The position further involves contributing to complex database design, optimizing queries, and working with additional databases such as SQL Server and PostgreSQL. The Developer must demonstrate proficiency in writing scripts to migrate objects and data across various databases, as well as in developing functions, procedures, Web PL / SQL, and other packages in Oracle Database.
Expert knowledge of the Oracle Fusion Middleware Product Suite is required, alongside extensive experience in developing and supporting applications using Oracle Forms and Reports. The Developer will assist in migrating solutions to alternative technologies, including modifying queries and delivering new functionalities in Oracle Reports, as well as guiding and assisting in the conversion of Oracle Reports to other platforms.
The Developer must be adept at collaborating within a large project team, existing database developers as well as working independently, demonstrating thorough knowledge of security, version control, and other software development best practices. The role also includes project management activities, providing after-hours support for application and assists in database upgrades or maintenance, and offering emergency support as needed. The Developer works under limited supervision with considerable latitude for initiative and independent judgment. Additional duties may be assigned as required. Compliance with all applicable Agency, Division, and Branch rules, regulations, and procedures is mandatory.

III. TERMS OF SERVICE
Services are expected to start 03 / 03 / 2025 and are expected to complete by 08 / 31 / 2025 . Total estimated hours per Candidate shall not exceed 1050 hours. This service may be amended, renewed, and / or extended providing both parties agree to do so in writing.
IV. WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Parks and Wildlife Department . Normal business hours are Monday through Friday from 8 : 00 AM to 5 : 00 PM , excluding State holidays when the agency is closed.
The primary work location(s) will be at 4200 Smith School Road Austin Texas 78744 . The working position is Hybrid - On Site and Telework . Any and all travel, per diem, parking, and / or living expenses shall be at the Candidate's and / or Vendor's expense. Texas Parks and Wildlife Department will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Parks and Wildlife Department .
V. OTHER SPECIAL REQUIREMENTS
This solicitation is for; (2) positions. Level : (Undefined Title / Application / Software Development[BW1] ). Texas Parks and Wildlife Department (TPWD)
Upon offer, Candidate will be required to pass a Fingerprint Background check with IdentoGo and Vendor may be asked to update entity information and billing invoice schedule prior to award and onboarding (weekly timesheet portal access and monthly billing is preferred by TPWD).
Vendor may be required to update Accounting information. If applicable, must be returned via AP152 form to ITSAC@tpwd.texas.gov .
Additional terms may be awarded based on project requirements and funding availability.
