What are the responsibilities and job description for the Outpatient Counselor position at AADAP, Inc.?

SUMMARY STATEMENT

Under the supervision of the Outpatient Coordinator, the Counselor I will provide clinical services including but not limited to: intake and assessments; group facilitation; individual and family counseling; and crisis intervention, referral and case management, while maintaining treatment protocols in accordance with established principles, policies and procedures, that govern AADAP’s Outpatient Unit.

ROLE AND RESPONSIBILITIES:

1. DUTIES AND RESPONSIBILITIES: (5%)

a. Able to screen calls and walk-in clients and determine appropriate services.

b. Ability to conduct comprehensive assessment using the ASAM tool (American Society of Addiction Medicine), to determine medical necessity and placement for the appropriate level of care.

c. Complete all necessary screening, eligibility, and intake forms in a timely manner.

2. CONDUCT TREATMENT AND ADVOCACY SERVICES FOR PARTICIPANTS: (70%)

a. Manage a caseload of SUD Clients, from 15-20, as assigned by Supervisor, and engage with each one 2-3x / week in-person or via telehealth as needed; Conduct at least 3-4 Groups a week in-person or via telehealth as needed; expected productivity level per week is 75% billable hours or 30 hours per week. Ability to work with both adults and youth, in an outpatient community based setting as well as in field based settings.

b. Conduct diagnostic assessment and develop treatment and discharge plans in a timely manner.

c. Implement treatment plan to include: individual, group, family counseling/therapy and case management services; monitor treatment reviews and follow up and submit necessary updates via EHR.

d. Utilize and integrate MI (Motivational Interviewing), CBT (Cognitive Behavior Therapy), and EBPs (Evidence-Based Programs) such as Seeking Safety in daily interventions with clients.

e. Provide Crisis Intervention and support for COVID-19 impacted/affected clients

f. Conduct field-based SUD treatment services as needed.

g. Provide COVID-19 specific case management services for Clients including testing and testing referrals if needed

h. Coordinate support services and referrals with colleagues and outside resources as needed.

i. Maintain files and records according to agency, county, state, and federal guidelines utilizing the agency’s Electronic Health Record system and LA County’s system.

j. Work with a Licensed Practitioner and Medical Director for clinical consultation.

k. Submit other reports as assigned.

3. ADMINISTRATIVE: (15%)

a. Review Client list that needs to be cleaned up due to denials; coordinate with each Counselor (via phone or email), to obtain status of each claim or entry. Communicate with Billing Specialist any recommendations or solutions regarding these claims, in coordination with Supervisor.

4. OTHER DUTIES AS ASSIGNED: (5%)

a. Engage with Clients via Recovery Support Services/RSS via recreational outings and other pro-social activities that promote healthy recovery.

b. Provide transportation to clients in personal vehicles to outings.

QUALIFICATIONS AND EDUCATION REQUIREMENTS (SKILLS/KNOWLEDGE AND ABILITIES):

a. California certified or registered alcohol and drug counselor or a Masters in Social Work, or other Social Service field.

b. Ability to get along well with others, be punctual, pleasant, and tactful with professional appearance and conduct.

c. Ability to establish and maintain effective working relationships with supervisors, coworkers, clients and their families, school administration, community organizations, and the general public.

d. Experience in or knowledge of evidence based practices such as Cognitive Behavioral Therapy (CBT) or Motivational Interviewing (MI).

e. Experience in or knowledge of ASAM, SAGE, and Exym or other EHR software.

f. Knowledge of Drug Medi-Cal and START-ODS standards, policies and procedures.

g. Ability to obtain an NPI # (National Provider Identifier).

h. Permanent resident or U.S. citizen; proof of work eligibility upon hiring.

i. Valid Driver’s License, Calif. Minimum Automobile Insurance, and an appropriate motor vehicle.

j. At least three years of recovery or a drug free lifestyle as of the date of the application.

k. Ability to work with people of diverse cultural, educational, social, and economic backgrounds.

l. Demonstrated knowledge and skill in computer operations.

m. Complete a physical examination and TB test within one (1) week of date of hire.

n. Pass a criminal background check from FBI/DOJ/OIG Federal listing.

o. Flexibility with regular work as schedule may need to be adjusted for specific situations as dictated by program needs.

Preferred Skills

  • Bilingual or bicultural capabilities with Los Angeles County threshold languages: Arabic, Armenian, Cantonese, Farsi, Urdu, Khmer (Cambodian), Korean, Mandarin, Russian, Spanish, Tagalog, Vietnamese, and other Chinese languages.

General Requirements and Knowledge, Skills, and Abilities (KSA’s):

  • Permanent resident or U.S. Citizen; proof of work eligibility upon hiring.
  • Must have three (3) years of recovery or drug free lifestyle as of the date of the application.
  • Must provide proof of full vaccination and 1st Booster against Covid-19 upon hiring.
  • Ability to get along well with others, be punctual, pleasant, and tactful with professional appearance and conduct.
  • Ability to establish and maintain effective working relationships with supervisors, coworkers, clients and their families, community organizations, and the general public.
  • Ability to be culturally competent of age groups, gender identity, sexual orientation, spiritual beliefs, socioeconomic status, and diverse cultures.

Physical Requirements:

Light Duty

Must be able to remain in a stationary position 50% of the time, which includes repetitive data entry with computers. The position frequently communicates with customers and/or coworkers and must be able to exchange accurate information in these situations. This class is intended for positions requiring light physical effort, which may include occasional lifting to a 10-pound limit, and some bending, stooping, or squatting and occasionally ascends/descends ladders and staircase.
