General Purpose

The Director of Career and Technical Education is the administrator responsible for the administration of LaPorte County’s career and technical education programs.  The Director provides services to all member districts for programs housed in the member districts as well as a centralized facility.  The Director works extensively with state offices including the Governor’s Workforce Cabinet, the Indiana Department of Education, and the Indiana Association of Career and Technical Education Districts.

Responsibilities and Duties

Accountability

  • Develop, evaluate and revise career and technical education programs to maintain compliance with state standards and industry trends
  • Regularly inform MCAS’s Board and superintendent’s advisory council concerning all aspects of career and technical education programming, planning, and staffing
  • Promote career and technical education throughout all La Porte County participating districts at all levels and assist with the implementation, maintenance, and improvement of instruction
  • Coordinate career and technical education student enrollment within the AK Smith Career Center within MCAS and participating districts
  • Recommend to the MCAS Board for approval to maintain and periodically revise career and technical education policies, procedures, and plans for program operation and development
  • Responsible for completing the Comprehensive Local Needs Assessment(CLNA) Process in partnership with all partnering districts in accordance with the Federal Perkins Guidelines
  • Coordinate and supervise contracted career and technical education programs

 

Fiscal Management and Compliance

  • Serve as a contact person with the state relative to all approved career and technical education programs and coordinate all fiscal functions as necessary
  • Collect data relative to performance standards, follow-up information, and as required supporting state fiscal support to MCAS and partnering districts career and technical education programs
  • Ensure compliance with federal, state, and local laws, regulations, procedures, and policies
  • Recommend for Superintendent's Advisory Council approval and administer career and technical education budget(s)
  • Write grant applications, including Perkins, and monitor compliance with federal and state regulations in the administration of career and technical education grant programs and related grant programs
  • Assist member districts with the processing of all required reports
  • Assist member districts with compliance issues and on-site federal OCR audits
  • Ensure procedures are established to maintain inventory control of equipment, materials, and supplies in compliance with MCAS and Perkins procedures and conduct periodic audits

 

Curriculum and Instruction

  • Provide recommendations for comprehensive professional development of teachers and staff inclusive of career and technical education program curriculum and curriculum integration, including surveys and in-service workshops
  • Promote cooperative education, internships, shadowing, and apprenticeships as instructional methodologies
  • Develop and implement articulation and dual credit partnerships.
  • Maintain current knowledge of curriculum development and instructional strategies resulting in effective education design and delivery
  • Support and promote industry credentialing of programs, teachers, and students
  • Provide guidance to school principals, guidance counselors, and other applicable personnel in providing career and technical education opportunities for all students
  • Promote the development of career and technical student organizations to provide leadership training activities for students
  • Develop and maintain a follow-up evaluation instrument for career and technical education completers
  • Provide leadership and coordination for all area pre-vocational programs (upon request)

 

Community Involvement and Partnerships

  • Promote school and community relations with agencies, individuals, and groups throughout LaPorte County regarding the standards and relevance of career and technical education programs
  • Develop partnerships and relationships with key external stakeholders, such as business and industry associations, institutions of higher learning, chambers of commerce, workforce development agencies, and economic development agencies, that advocate the value of career and technical education by fostering high-skill, high-wage, or high demand career opportunities for students
  • Keep informed of legislation affecting career and technical education and provide legislators with information pertaining to such legislation
  • Participate and, as applicable, serve as an officer of the LaPorte County Building Trades Corporation and maintain the not-for-profit corporation financial records

 

Human Resources

  • Actively participate in recruitment, interview, hiring, supervision, discipline, and allocation of career and technical education personnel in accordance with MCAS policies and procedures
  • Coordinate and supervise CTE professional staff development programs and opportunities, both centralized and in member districts
  • Coordinate career and technical professional staff licensing and certification

 Additional Building Responsibilities:

  • Serve as the administrator in charge of enrollment, attendance, and discipline for all students enrolled in classes located at the LaPorte County Career and Technical Center, including related record-keeping, development/implementation of student rules, and communication with students' district’s administration
  • Coordinate activities with the administration of all sending schools.
  • Provide a safe environment for all students and staff and oversee and conduct all fire, tornado, lockdown, and other emergency drills, and maintain related records
  • Serve as the administrator in charge of the blood-borne pathogens program, emergency preparedness plan, Hazardous Materials safety sheets, and asbestos records.
  • Recommend for Board approval and serve as the coordinator for field trips with the faculty including transportation arrangements
  • Serve as the supervisor of the building maintenance supervisor
  • Supervise the building treasurer in the administration of all financial reports related to book rental, supply, and extracurricular accounts.
  • Serve as the administrator that accepts donations made to the career center, subject to Board policies and approval, issues letters of acceptance, and maintains the records.
  • Serve as the administrator in charge of appointment of advisory committee members, and works with individual CTE teachers on the effective operation of their individual advisory committees.
  • Provide leadership for all facility utilization.
  • Provide the leadership for issuing all building keys and maintaining accurate records.
  • Serve as the building administrator for all technology.

Education and Experience

  • Master’s degree or higher from an accredited institution
  • Possession of current, valid Indiana license as it applies to this position - Director of CTE
  • Minimum of five years of experience in career and technical education and administrative experience
