Seeking a qualified candidate to lead work unit that determines eligibility for federal financial assistance programs for low-income families and individuals (Food Stamps, TANF, Medicaid), as well as fraud investigations and temporary Energy Assistance Program, by performing the following duties. Other duties to provide direct or indirect service to the citizens may be assigned.
ESSENTIAL DUTIES AND RESPONSIBILITIES

- Plans, coordinates and evaluates the work of assigned staff;
- Confers and consults with caseworkers, peers and management regarding the overall regulations and implementation of programs supervised as well as general knowledge of other programs;
- Develops and maintains a partnership with the Commonwealth Attorney’s office, court system, and law enforcement personnel and other community resources, as needed;
- Participates in employee selection process;
- Coaches and counsels with peers, staff and management as required;
- Insures compliance with policies, procedures and guidelines;
- Does follow-up investigations and prepares narrative and organized documentation for consideration by Commonwealth Attorney’s office, state Hearings officer or potential prosecution and/or Intentional Program Violations (IPV).
- Participates in training in policy and procedures, professional development;
- Participates in City emergency plan including management of shelters;
- Regular attendance required.
Additional Duties and Responsibilities include the following:
- Other duties to provide direct and indirect service to the citizens may be assigned.
- When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.
- Trains staff in the application of existing and new policies, procedures and interviewing guidelines, required computer skills;
- Responds to complaints and inquiries from other agencies, customers and potential customers, and the public regarding program policy and guidelines and makes referrals to other agencies;
- Conducts administrative hearings as required.
SUPERVISORY RESPONSIBILITIES
Directly supervises Senior Benefit Specialist staff, Benefit Programs Specialist staff as well as numerous temporary employees. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Supervises other staff in areas involving fraud investigations.

QUALIFICATIONS

EDUCATION AND EXPERIENCE
Bachelor’s degree in human services field and human services program experience in a lead or supervisory capacity OR any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
Knowledge, Skills, and Abilities:
Knowledge- Considerable knowledge of: current social, economic and health issues and trends; principles and practices of effective supervision; public assistance programs, policies and regulations; the literature in the field of eligibility determination; casework supervision principles and practices; and effective interviewing techniques. Working knowledge of computer systems and standard office software to include the State Department of Social Services human services systems.
Skills- Skill in operating a personal computer and the associated office and agency software.
Abilities- Demonstrated ability to : work effectively with others; work independently supervising and training others to deal effectively with the public; plan and manage work effectively; communicate effectively both orally and in writing; interpret laws, policies, and regulations to make decisions based thereon; plan and supervise work activities, including service delivery, training, recordkeeping duties and organizational operations; develop and maintain good working relations with internal and external customers; and evaluate financial assistance programs.
Additional Requirements
Possession of valid driver's license issued by the Commonwealth of Virginia and acceptable driving record according to City’s driving policy.
Must successfully complete criminal records background check and Child Protective Services Registry check.
Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment. May also be required to complete higher levels of NIMS training as determined appropriate for the position.
