Academic Req: Required - Bachelor’s degree Work Experience: Required - Five (5) years of experience in supervision of staff, fiscal management, and administration. Prefer: Master’s degree and management of an early childhood program or related field. Critical Action Items & Measurable Deliverables: 1. Ensure staff, consultants, contractors, and volunteers protect the physical and mental health and safety of our children and no child is left alone or unsupervised while under our care. (HSPPS§1302.90) 2. Hire, train, manage, and lead program personnel to support individual staff professional development and continuous program quality improvement. (HSPPS §1302.101) 3. Direct the delivery of high-quality program services that comply with state and federal standards through implementation, monitoring, and feedback of program policies and procedures. (HSPPS §1302.100) 4. Develop, monitor, and maintain record keeping systems for all physical and electronic program files (e.g., personnel, client, accounting, and incident records), including compliance with confidentiality. (HSPPS§1302.101) 5. Ensure all staff and consultants follow appropriate practices to keep children safe during all activities, including reporting at a minimum suspected or known child abuse and neglect, appropriate supervision of children at all times; and all standards of conduct. (HSPPS §1302.47, §1302.90) 6. Ensure compliance with positive adult-child interactions as measured by the CLASS: Pre-K instrument. (HSPPS §1304.16) 7. Ensure completion of minimum training requirements as specified in state and federal standards (HSPPS§1302.92) 8. Provide oversight of program documentation and budget to ensure they comply with contractual and operational requirements. 9. Monitor and coordinate staff to insure annual staff retention exceeds 80%. 10. Coordinate pre- and in-service training for all staff, consultants, and contractors engaged in the delivery of program services, as well as scheduled training and technical assistance for professional development. 11. Schedule quarterly meetings with school district superintendents and establish meetings with program governance and community partners to address progress in school readiness initiatives, learning outcomes, and contractual obligations. 12. Establish weekly meetings with program staff to ensure effective command, control, and coordination. Other Responsibilities: 1. Develop and manage grant application, budget, and required reports in accordance with INK and Office of Head Start timelines and criteria for composition. 2. Maintain current lease agreements, human resources agreements, and other vendor contracts, including the timely submission to agency leadership for approval. 3. Monitor program data including include assessments (community and self-assessments), and report program activities to INK leadership and stakeholders. 4. Ensure organization and provision of training for parent committees and policy council in respective service areas to ensure members have adequate, timely preparation for collective decision making. 5. Coordinate with teachers, families, and other resource support to share information and ensure coordination of parent, family, and community engagement (PFCE) strategies for children and families in the classroom, at home, and in the community. 6. Participate in local and regional meetings with Head Start parents and community members in the region to address current and future issues affecting program operations. 7. Attend regular First Day Management Executive Council (MEC) meetings to maintain situational awareness of program initiatives and performance across the INK System. 8. Perform other job duties as assigned. Requirements: 1. Demonstrated leadership skills through command presence and reinforcement of agency mission, vision, and culture to drive a passionate, engaged, and accountable workforce. 2. Demonstrated proficiency in data-driven leadership and use of data for program management and continuous quality improvement. 3. Strong written and oral communication and presentation skills to inspire, grow, manage, and coach a high performing team. 4. Professional presentation skills to interact effectively with policy council and parent committees. 5. Strong “people acumen” and knowledge of human resources policy requirements and personnel management strategies. 6. Ability to organize and prioritize duties and responsibilities in a fast-paced environment. 7. Ability to work a flexible schedule including nights, holidays, and weekends. 8. Ability to work independently. 9. Possess sensitivity to the service population’s cultural and socio-economic characteristics. 10. Possess a valid driver’s license. 11. Complete and pass health examination. 12. Confirm work eligibility status. 13. Successfully pass driving history check. 14. Clear criminal background check. 15. Required to lift up to 60 pounds. 16. Required to stand, sit on the floor, bend, squat, kneel, lift children, and engage with children. 17. Exposure to communicable diseases, and other hazards such as cigarette smoke, pets, at risk neighborhoods, etc. 18. Travel up to 50% by car, bus, airplane, or train may also be required associated with attendance at conferences, meetings and other duties carried out at distant locations in and out of state and in some cases where some overnight travel may be required. 19. Some evenings and weekend work may occasionally be required for events such as home visits, parent teacher conferences, Parent Committee meetings, community, and social events such as field trips.
