Position Overview
As a Senior Business Analyst, you’ll support and maintain the Maryland Department of Public Safety and Correctional Services (DPSCS) Offender Case Management System (OCMS) and related modules. You will serve as the primary liaison between DPSCS stakeholders, IT teams, and external partners, ensuring the OCMS platform meets operational, technical, and compliance requirements. Your role involves analyzing complex workflows, validating data, troubleshooting issues, documenting requirements, and collaborating with cross-functional teams to improve parole, probation, corrections, and justice-related processes. The position may involve on-site work in secure facilities and occasional travel to other State locations.
Key Responsibilities
- Serve as lead analyst for OCMS and related modules supporting parole, probation, corrections, arrest and booking, pretrial services, and the Maryland Parole Commission.
- Analyze and document complex business processes and system requirements.
- Develop Business Requirements Documents (BRDs), Functional Specifications, UML diagrams, use cases, mockups, and technical guides.
- Perform gap analysis, impact assessments, cost-benefit evaluations, and risk analysis.
- Troubleshoot user workflows, perform root cause analysis, and collaborate with developers to resolve issues.
- Support system data management, including QlikView Business Intelligence troubleshooting and user access management.
- Write and execute SQL queries for data validation and reporting.
- Assist with test planning, test case development, and facilitate User Acceptance Testing (UAT).
- Collaborate with DPSCS stakeholders, developers, QA, and project managers in Agile and Waterfall environments.
Minimum Qualifications
- Bachelor’s degree in Information Systems, Computer Science, Business Administration, or related field.
- Minimum of 5 years of Business Analyst experience in enterprise or government IT environments.
- Strong knowledge of OCMS and related parole, probation, and corrections systems.
- Experience troubleshooting QlikView BI tool and managing user access.
- Proficiency in UML modeling, requirements traceability, and business process documentation.
- Strong SQL skills and familiarity with ETL processes, database schemas, and data warehousing.
- Experience with web services technologies (SOAP, XML, HTTP, WSDL).
- Excellent communication and stakeholder management skills.
- Must be legally authorized to work in the United States for at least 120 days beyond the Notice to Proceed.
- Must pass Maryland State and FBI background checks prior to onboarding, with annual renewals required.
- Ability to work on a 24/7 on-call schedule in secure correctional or probationary facilities.
Preferred Qualifications
- Prior experience with DPSCS OCMS modules.
- Familiarity with CJIS compliance standards in justice environments.
- Proficiency with MS Visio, Axure RP, JIRA, and Azure DevOps.
- Business Analysis certifications such as CBAP or PMI-PBA.
- Primary worksite: Baltimore, MD (6776 Reisterstown Road), with occasional travel to other State facilities.
- Work may occur in secure environments subject to search, escort, and security screening requirements.
- Compliance with Maryland IT Security Policies and applicable federal and state data protection regulations.
- Base period: 3 years (October 2025 – September 2028), with option years through 2030.
- Full-time, on-site position with potential 24/7 on-call rotation.
