Air Traffic Control Specialist (Terminal)

Controls military and civilian aircraft under visual flight rules (VFR) in a control tower environment. Initiates and issues air traffic control instructions and clearances for aircraft operating VFR in the vicinity of the airport as outlined in local operating procedures. Determines air traffic handling capability during ever changing traffic situations. Regulates the traffic flow based on visual observations, pilot reports, airfield advisory information and information from adjacent air traffic control facilities. Controls aircraft during taxi, take-off, landing, and in the local traffic pattern. Ensures maintenance of required separation standards. Maintains visual surveillance of Tower allocated airspace, traffic patterns, and airport movement areas. Directs all vehicular traffic operating on the airfield movement areas through the use of radio communications and/or light signals. Provides emergency response assistance to aircraft and vehicles operating in the vicinity of the airport and on the airfield/controlled movement area. In the event of an emergency, activates the primary crash phones and passes on pertinent information on aircraft emergencies to the appropriate agencies. Passes on operational and technical guidance verbatim from knowledgeable agencies to the aircraft. Activates procedures to prevent aircraft theft or hijack. Activates emergency response checklists during aircraft emergencies and mishaps. On a rotational basis, may perform duties as Watch Supervisor. Responsible for the overall operations of the facility when performing as the Watch Supervisor and maintains general situational awareness of air traffic. If necessary, limits or disapproves operations based on existing traffic congestion or complexity, staffing, weather, and individual controller training and experience. May be asked to assist facility management with developing or revising local procedural guidance in response to mission requirements.

Observes and reports airport advisories, critical weather information, and equipment outages. Coordinates Notice to Airman (NOTAMS) actions to advise all users of the status of airport facilitates. Monitors weather conditions and ensure optimum use of airfield runways and operational facilities. Renders operational advice and instruction to airfield users. Disseminates local weather warnings or Meteorological Watch Advisories and Pilot

Reports (PIREPS) as requested and recorded. Records Automated Terminal Information Service advisories in accordance with local directives. Operates air -to-ground radios, ramp net radios, landlines, interphones, radiotelephones, light guns, and intercom equipment in order to affect communications regarding safe, expeditious, and efficient movement of aircraft and vehicles in the airport operating area. Notifies shift supervisor of all equipment outages or malfunctions and requests maintenance on equipment outages as necessary.

Provides instruction and assistance to air traffic control personnel. Provides basic and journeyman training for personnel to meet certification requirements for upgrade and qualification in the Air Traffic Control (ATC) career field. Provides qualification training for enlisted and civilian ATC personnel newly assigned to the facility. Establishes methods and sequence of training by determining requirements and establishing a logical flow of

instruction. Assists in development of training materials necessary to conduct a wide variety of training associated with air traffic control. Directly monitors personnel in training and maintains ability to over-ride or amend trainee controller instructions to aircraft and other agencies, while maintaining continuous responsibility to ensure safe and expeditious aircraft operations. Teaches a wide variety of functional requirements, procedures, or techniques using Federal Aviation Administration (FAA), United States Air Force (USAF), MAJCOM, and local directives. Prepares and conducts training in a classroom, simulator, or designated alternate operating location. Assists in developing and maintaining currency/accuracy of local training materials associated with air traffic control duties. May

evaluate vendor-developed courses for inclusion with air traffic control training products. Assists in administering and scoring written and oral performance examinations. Assists in development of training aids and devices to enhance written course materials. Provides remedial training as needed to personnel experiencing difficulty in accomplishing training requirements. May participate in developing withdrawal documentation packages for trainees who are unable to attain/maintain a certification or fulfill basic training requirements. Coordinates with base facility management personnel on use of resources as needed to ensure base air traffic training needs are met.

Maintains certification requirements. Upon obtaining position and facility certification, recurring training is required to maintain proficiency on current air traffic control requirements, and to ensure continued proficiency in each certified operating position. Completes recurring proficiency examinations. Examinations may be written, verbal, or require operational demonstration in live or simulated air traffic environments. Maintains monthly proficiency in each certified position by operating each position for at least the minimum requirements identified in local operational guidance. Completes any other examination or review of material as required by FAA, USAF, MAJCOM, and local directives as it pertains to air traffic control, to include, but not limited to, publication revisions, equipment upgrades, new policies, and crew resource management initiatives.
