What are the responsibilities and job description for the Housing Director position at 211 LA County?

POSITION SUMMARY:

The position will be responsible for developing, implementing, and monitoring processes to ensure 100% contract compliance with all Housing related programs.  The Director of Housing Services will work with all aspects of the operation to meet the requirements of assigned contracts, create operational efficiencies and raise the level of service quality delivered to the unhoused in Los Angeles County.  This role also has a high level of interface with our housing funding partners such as LAHSA (Los Angeles Homeless Services Authority), and DCFS (Department of Children and Family Services).

 

Note: This position is conducted remotely, however occasional in-person meetings are required.

 

POSITION ESSENTIAL FUNCTIONS INCLUDE BUT ARE NOT LIMITED TO: 

  • Provides leadership and guides the program team in developing and implementing project plans.
  • Identifies knowledge, skill, and resource strengths and needs, and provides or secures training and resources needed for the program team to succeed.
  • Understand the housing service network in LA County and knowledge of LAHSA  and other housing programs.
  • Management and oversight of 211 LA housing programs, including daily operations, activities, and performance of staff.
  • Organized and able to effectively coordinate tasks and activities.
  • Preparation of program budget, and invoicing-related items, and can keep track of various contracts, amendments, invoicing practices,etc.
  • Proactively takes the lead on all housing-related audits.
  • Negotiation skills with funders, and vendors (motels and transportation)
  • Relationship building with internal and external partners.
  • Creative problem solver.
  • Knowledge of technology and how to leverage to create efficiencies.
  • Strong analytical skills with the ability to implement strategy for how 211 LA contributes to serving housing insecure and unhoused individuals and families.
  • Reporting and outcomes tracking of the various housing programs.
  • Use of program data and outcome to drive decisions, create efficiencies, and tell impact stories.
  • Develop quality assurance and evaluation of processes and practices.
  • Analyze challenges to program success and recommend changes to ensure success and ability to meet contractual requirements.
  • Well-spoken and able to articulate information to a wide range of audiences, including other 211 leaders, funders, County Board of Supervisors, 211 LA Board of Directors, and frontline staff.
  • Conduct media interviews regarding 211 LA’s housing-related programs/services.
  • Identifies new opportunities related to housing services/programs and/or potential funding.
  • Perform other duties as assigned by the Senior Director and C-Suite

  • Experience in program management, leading cross-sector collaboration.
  • Thorough knowledge of the information and referral process and social services delivery preferably in the housing sector
  • Strong problem-solving, research, time management, communication, interpersonal, and collaboration skills.
  • Effective and comprehensive computer skills, including Google Suite, and the ability to use or adapt to new computer programs, software, equipment, and/or hardware. 
  • Ability to be comfortable in and move program goals forward in an uncertain, politically sensitive, and rapidly changing environment while keeping key stakeholders informed and engaged.
  • Ability to remain available for undetermined scheduling to respond to county emergency response in the event of an unforeseen emergency or disaster.
  • Experience with fund development and management.
  • Strong data literacy skills with proven ability to utilize data for decision making.


These specifications are general guidelines based upon the minimum experience normally considered essential to the satisfactory performance of this job.  

 

REQUIRED EDUCATION AND/OR EXPERIENCE: 

  • Minimum 5 years working in the nonprofit social services sector.
  • Minimum 2 years in a Director position overseeing multiple programs and staff.
  • A Bachelor’s or Master’s Degree in a relevant field (Social Work, Public Admin or related field) or equivalent experience.


COMPENSATION RANGE:  
Ranges from $75,000-$85,000; salary is commensurate with prior experience, education, and abilities. 


TECHNICAL REQUIREMENTS:

You must have:

  • Solid internet connection (50 Mbps)
  • Quiet space without distractions
  • Must be able to work independently, comply with job description requirements/expectations, and get the job done

PHYSICAL DEMANDS:

As a 211 LA Director of Housing Services, you will regularly be required to: work in a dedicated workspace or desk and work at a computer or from a smartphone for extended periods of time. (if applicable).

 

ANALYTICAL/REASONING REQUIREMENTS:

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to evaluate and resolve problems involving multiple variables in complex situations.  Requires excellent interpersonal skills necessary to work effectively with internal and external customers. Ability to manage high levels of stress; possess well-proven time management skills allowing movement from one task to another on a moment’s notice, and still complete projects on time.
