Position Summary
The Program Scheduling Manager / Project Controls Manager is responsible for portfolio-level ownership of project schedules and delivery timelines across all active projects. This role ensures that critical-path activities, cross-functional dependencies, and long-lead milestones are actively managed to support on-time and predictable project delivery.
This position does not manage day-to-day project execution or field installation. Instead, it establishes schedule discipline, identifies and escalates delivery risks, and drives accountability across Project Management, Operations, Engineering, Procurement, and external stakeholders.
Key Responsibilities
Portfolio Schedule Management: Own and maintain the integrated master schedule for all active projects and monitor overall portfolio schedule health.
Critical Path & Milestone Oversight: Track long-lead milestones including permitting, procurement, inspections, and utility approvals.
Schedule Governance & Escalation: Lead weekly schedule reviews and escalate unresolved risks to executive leadership.
Cross-Functional Coordination: Resolve inter-project dependencies across PMs, Operations, Engineering, Procurement, and vendors.
Capacity & Throughput Planning: Align project sequencing with installation capacity and workload balance.
Metrics & Reporting: Track KPIs and partner with the Senior Business Analyst on executive reporting.
Authority & Decision Rights
Authority to define and enforce schedule management standards; escalate schedule risks to the CEO; exercise dotted-line influence over Project Managers and Coordinators for schedule compliance.
Education & Experience Requirements
Bachelor’s degree in Engineering, Construction Management, Operations Management, Business Administration, or related field required.
6–10 years of experience in program management, project controls, or scheduling oversight in multi-project environments.
Experience managing master schedules across 30 concurrent projects preferred.
Technical & Leadership Skills
Strong working knowledge of Critical Path Method (CPM), schedule logic, and dependency management. Proficiency with Microsoft Project, Smartsheet, or Primavera P6; advanced Excel required. Comfortable holding peers accountable without direct authority.
Compensation & Benefits
This is a manager-level position with a competitive total compensation package aligned to the Modesto, CA market.
Base Salary Range: $120,000 – $150,000 annually, commensurate with experience.
Annual Incentive Bonus: Target 5%–10% based on schedule performance and delivery outcomes.
