Yamhill Community Care is Hiring a Remote Systems Administrator (IS) | Hybrid: Flexible Remote & In-Person

Remote: This position has the possibility of being 100% Remote.

Summary

This position is responsible for the analysis, design, documentation, development, unit testing, and support of database servers and systems on both on-prem and cloud infrastructures utilized by Yamhill Community Care (YCCO) staff and strategic partners. The Systems Administrator works closely with the Director of Information Systems, YCCO’s leadership team, colleagues, and strategic partners to understand business and operational requirements and implement data integration solutions, procedures, and processes to meet those needs.

Essential Duties

  1. Provides support and guidance regarding SQL Systems development activities related to integrating healthcare systems and SQL best practices.
  2. Operates in tandem with internal resources to define and implement systems standards.
  3. Authors and reviews system designs, provides implementation plans, and implements data integration solutions.
  4. Develops strong business relationships and cross-functional partnerships with YCCO colleagues and HIT partners to analyze business and operational needs.
  5. Develops and implements IS solutions aimed at meeting current needs while positioning for future strategic direction.
  6. Leads implementation of database systems efforts from inception to completion, utilizing project management techniques. 

Job Duties

  • Collaborates with stakeholders and development team members to achieve business results.
  • Works closely with other engineers to integrate databases with applications as needed.
  • Develops and maintains SQL code for supporting data interfaces with trading partners.
  • Designs, implements, and supports database servers and systems both on-prem and cloud infrastructure.
  • Interfaces with Project Managers and Quality Assurance staff to ensure accurate delivery of project requirements and compliance with standards, code quality and accepted conventions.
  • Works with the team to develop SQL code that meets the client’s requirements.
  • Responsible for the maintenance, configuration, and reliable operation of computer systems, network servers, and virtualization.
  • Installs and upgrades computer components and software, manage virtual servers, and integrate automation processes.
  • Troubleshoots hardware and software errors by running diagnostics, documents problems and resolutions, prioritizes problems, and assesses impact of issues.
  • Provides documentation and technical specifications to IT staff for planning and implementing new or upgrades of IT infrastructure.
  • Performs or delegates regular backup operations and implements appropriate processes for data protection, disaster recovery, and failover procedures.
  • Responsible for capacity, storage planning, and database performance.
  • Responsible for administration of cloud-based Database solutions.
  • Troubleshoots issues, performs root cause analysis, and implements corrective/preventive actions.
  • Designs, develops, and implements database processes and solutions for managing and integrating data between operational systems, data repositories, and analytical reporting applications. This includes but is not limited to ETL, stored procedures, views, and functions.
  • Recommends and provides guidance regarding data integration, database development, SQL best practices, and development standards as needed.
  • Creates and proposes technical design documentation including current and future functionality, database objects, specifications, and flows/diagrams detailing proposed database and/or data integration implementations.
  • Provides support in investigating and troubleshooting production issues.
  • Participates in the establishment of Information Systems development standards and processes.
  • Evaluates, tests, and recommends new opportunities for enhancing software, hardware, and IS processes.
  • Ensures smooth delivery and operation of organizational information systems, 3rd party software applications, and IS support systems by monitoring, measuring, and, when necessary, improving systems’ performance.
  • Coordinates and, as necessary, completes IS activities to ensure the availability of data, network services, and software systems to maximize uptime.
  • Uses project management tools and methodologies to ensure smooth implementation of IS projects.
  • Improves training and operational procedures related to our organizational IS infrastructure and systems to increase productivity and streamline processes.
  • Engages strategic partners and contracted providers in Health Information Technology (HIT) initiatives as required.
  • Compiles and distributes reports of interest to YCCO’s leadership team, including IS project status reports.

Supervisory Responsibilities

This position has no supervisory responsibility.

Education & Experience

Required:

  • Bachelor’s degree in Information Technology, Programming, Management Information Systems, Computer Science, Business Administration, or related field.
  • Minimum of five (5) years of experience in Database Administration, Cloud Services (AWS), and Systems Administration.
  • Advanced knowledge of SQL, including Database design and development, complex SQL queries and best practices, SQL performance tuning techniques.
  • Strong technical credentials, including hands-on cloud solution experience.
  • Established skill designing and developing solutions to complex problems in a distributed systems environment.
  • Minimum of five (5) years applicable experience, preferably within a health plan setting, 

OR:

  • Any combination of education and experience that would qualify candidate for the position.

Preferred:

  • Demonstrated experience leading information systems improvement projects.
  • Experience in establishing and fostering interpersonal relationships, written and verbal communication, teamwork, and conflict resolution.
  • Demonstrated ability to organize, prioritize, plan, and follow through on multiple complex assignments and projects.
  • Experience working within a government-sponsored health plan, preferably a managed care plan, or very familiar with health plan operations.
  • Knowledgeable of HIT enabling health plan operations such as Enrollment and Eligibility systems, Claims Processing systems, Utilization / Disease / Care Management systems, Community Information Exchange, Electronic Health Records, Health Information Exchanges, Provider Portals, Member Portals, and Digital Health Solutions.
  • Experience with Tableau and cloud-based infrastructure environments.
