Job Title: Team Lead Department/Location: Crisis, Conflict & Governance (CCG) Practice/Washington, DC Area Reports To: Principal, CCG Practice Type: Regular Full-Time (10/15/2023 to 10/14/2028) Classification: Employee Clearance Required: Secret Clearance Overview: IBTCI seeks a Team Lead who will be responsible for overall leadership of a contract for Monitoring and Evaluation Services for the U.S. Department of State, Bureau of African Affairs, Office of Regional Peace and Security (AF/RPS), a task order under the Performance Management, Evaluation, and Learning Services (PMELS) IDIQ. The Department of State’s Bureau of African Affairs is focused on the development and management of U.S. policy concerning the African continent. Within the Bureau of African Affairs, the Office of Regional Peace and Security is responsible for regional security and political-military affairs; security sector governance, reform, and development; U.S. security assistance policy planning and program management for the Bureau; and specialized functional support and liaison. for select foreign assistance programs including the following: conflict and stabilization; military education; maritime security; counterterrorism; countering strategic competitors; and country-specific projects. Responsibilities The M&E Services will support AF/RPS on the following: Providing office leadership and staff with information regarding programmatic lessons learned, successes, and challenges to inform policy and program decision-making.
Providing data, analysis, and recommendations to the AF/RPS Plans and Programs’ two geographic and one operations teams to improve programming, in support of AF/RPS leadership’s commitment to ensure that U.S. programming is continuously more appropriate, effective, and sustained.
Providing information to the Office, Bureau, and Department in support of leadership’s commitment to continuous learning and evidence-based decision-making, as mandated per the Foundations for Evidence-Based Policymaking Act (hereby known as “the Evidence Act”), the Foreign Aid Transparency and Accountability Act (FATAA), and Department guidance on M&E, program design, and performance management.
Aligning with and implementing AF/RPS policies on program design, monitoring, evaluation, learning, and application, meaning that the contract team shall add primary value in line with these policies.
Coordinating with the AF/ERA’s Strategic Planning team to ensure all task order deliverables and products are fully in line with AF Bureau M&E requirements and formats. Provide task order deliverables and other relevant information to AF/ERA, in coordination with AF/RPS staff.
Engaging and participating in the design, implementation, and management of centralized and shareable knowledge management platforms (e.g., AF Foreign Assistance Portal) for M&E activities, products, and lessons learned in support of AF/RPS requirements. Essential Duties/Tasks and Responsibilities: Provide overall team leadership for carrying out the following tasks: Contribute to defining standard M&E products for RPS.
Develop and administer M&E products.
Learning Agenda and M&E Findings/Recommendations.
Indicator Monitoring.
Project Evaluations.
Country Assessments.
Other duties as assigned. Qualifications Minimum Requirements: Requires SECRET Security Clearance or ability to obtain one before onboarding.
At least ten (10) years of total professional experience.
At least three (3) years of experience lead an M&E team.
At least six (6) years of professional M&E experience
At least eight (8) years of experience in multi-tasking complex projects, requiring interpersonal and customer service, writing, analytic, problem-solving and computer skills.
At least three (3) years of experience with Department of State foreign assistance-funded programs and requirements.
Oral and written fluency in English required, fluency in another language preferred.
Education: Master’s Degree or equivalent and ten (10) years of relevant professional experience
Or
Bachelor’s Degree or equivalent and twelve (12) years of relevant professional
experience
Or
High School Diploma or equivalent and sixteen (16) years of relevant professional
experience Preferred Knowledge, Skills and Abilities: Demonstrated experience providing M&E services on Department of State foreign assistance funded programs in Sub-Saharan Africa.
Demonstrated understanding of and experience with topics including but not limited to conflict stabilization, border security, military education, maritime security, counterterrorism, and countering strategic
Demonstrated research, analytical and problem-solving capabilities.
Demonstrated ability to manage subordinates, including the ability to assign work, monitor progress, and apply supportive course corrections, while creating a positive work environment.
Demonstrated proficiency with Microsoft software (g., Word, Power Point, Teams, SharePoint), including advanced experience in Microsoft Excel. Working Environment: Work is typically performed in an office environment. The position requires a physical presence working in the State Department’s Washington, D.C. Offices. Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs. Supervisory Responsibility: This position does have supervisory responsibilities. Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.
