Description

Summary: The Worcester County Developmental Center (WCDC) is committed to empowering adults with developmental and physical disabilities to be productive, responsible, and participating members of the community by identifying, enhancing, and creating opportunities so all individuals can achieve their highest level of economic and social independence.

The Human Resources Specialist exercises independent judgment and discretion about matters of significance within the HR unit and is responsible for resolving minor administrative procedural problems. This position requires a high level of independent judgment to resolve HR related problems and to address a variety of administrative activities, issues, and problems.

Essential Duties and Responsibilities:

  • Responsible for the day-to-day activities associated with the Onboarding of new employees. 
  • Responsible for group on-boarding events to ensure targeted employee groups are efficiently on boarded with all information and system updates completed in a timely manner.
  • Coordinates and schedules all Onboarding and New Employee Orientation appointments.
  • Responsible for quality control and timely processing of all hiring activities.
  • Resolves policy-related, process-related, or procedural problems and/or inquiries related to hiring.
  • Assist with training and technical support to end users on Paylocity.
  • Updates openings on Paylocity, Indeed, and communication board(s) throughout WCDC.
  • Reviews current processes to determine if they are efficient and effective. 
  • Makes recommendations for process improvements and implements. 
  • Participates in the implementation of new systems and processes.
  • Ensures Diversity, Equity, and Inclusion.
  • Facilitates and tracks required DDA Core Trainings including, but not limited to Intro to DDA, Mandt Systems, CPR/AED & First Aid, and Bloodborne Pathogens training. 
  • Plan and conduct special recruiting activities at job fairs and on college campuses. 
  • Gives managers two weeks' notice prior to an employee's expiration of required DDA Core Trainings/certifications.
  • Performs HR related audits to onboarding and training.
  • Responsible for maintaining and filing confidential information.
  • Performs other duties as assigned.

 Knowledge, Skills, and Abilities:

  • Knowledge of the Fair Labor Standards Act, the Family Medical Leave Act, the Americans with Disabilities Act, Equal Employment Opportunity laws as it relates to HR related job duties.
  • Knowledge and experience in developing and conducting training sessions for end users as well as all levels of management.
  • Knowledge of state and federal laws and regulations related to employment.
  • Ability to learn various provisions related to specific WCDC policies and procedures and DDA guidelines
  • Ability to understand, interpret and apply HR related laws, regulations, rules, policies, procedures and guidelines;
  • Ability to use various computer software applications such as word processing, spreadsheet and database applications;
  • Ability to maintain confidentiality;
  • Ability to communicate effectively and maintain effective working relationships with WCDC employees, stakeholders, and the general public. 
  • Ability to analyze and interpret data and make independent decisions and judgments in keeping with the position level.
  • Ability to maintain effective writing skills, including grammar, punctuation, spelling and composition.
  • Ability to maintain effective oral and written communication skills with a commitment to customer service.
  • Ability to maintain a high level of organizational and time management skills.

COMPLIANCE
This position requires compliance with WCDC’s Requirements of Conduct/Work Rules and policies and procedures. Failure to comply, which may include the failure to report any conduct or event that potentially violates legal or compliance requirements of our written standards, will be met by the enforcement of disciplinary action, up to and including possible termination.

Requirements

Qualifications:
Must be at least 21 years old, with a valid driver's license, and approved to transport clients. License may not be Provisionals and have a driving record that reflects responsibility and maturity. Complete all DDA Core Training successfully.

Education or Experience:

  • Associates degree in Human Resources, Business Administration, or related field required.
  • Three years of HR related experience in the areas of employment services, recruitment, and training required. 
  • Bachelors degree in Human Resources, Business Administration, or related field highly recommended.

Physical Demands/work Environment: Must be able to stand and walk 90% of work time; sit and/or drive 10%. Must be able to lift, carry, push, and/or pull 60 pounds; must be able to stoop, kneel, crouch and reach. All the requirements are necessary in order to properly supervise and assist individuals with disabilities. Should be able to climb stairs/ladder and have good balance. Vision is required in order to drive. 

Additional information:

Schedule: Monday - Friday, 8 a.m. - 4 p.m., one weekend per month, as needed
