Director of Finance – Full-time on site in Winters

We are on the lookout for an experienced, collaborative, strategic, and innovative Director of Finance to join our tea! We are committed to improving the health of our community and place emphasis on establishing trusting relationships. As the Director of Finance with Winters Healthcare – a non-profit Federally Qualified Health Center (FQHC) – you will have the overall responsibility for the development, management, and direction of our financial activities. You will work closely with the Executive Director and Leadership Team (LT) to communicate sound judgement on all organizational aspects and financial operations, and will ensure accurate representation of our financial status.

The Director of Finance will work as a department of one or two, alongside a team of 65 employees. Thus, the ideal candidate is comfortable with the day-to-day tasks (even some that are a bit mundane), and can also operate at a high level to provide strategy, leadership, and guidance in federal and regulatory compliance and long-term operating financial health. Overall responsibility includes (but not limited to): day-to-day tasks, prepare and present monthly and annual financial reports, annual budgets, develop and manage budgets for grant applications and ongoing grants, accurate completion of reports for Medicare, Medicaid, UDS, OSHPD, and IRS 990 state tax forms, coordinate timely annual independent financial audits, follow all GAAP, produce financial projections, and revise policies and procedures.

Responsibilities:

  • Communicate and collaborate in a team-oriented environment supporting our model of care
  • Be a collaborative and strategic partner of the LT, providing leadership and guidance in federal and regulatory compliance as well as long-term operating and financial health
  • Oversee day to day operations, including daily cash management, maintain bank accounts, and compliance
  • Prepare and present monthly and annual financial reports, and annual budgets
  • Develop and manage budgets and reports for grant applications and ongoing grants, including drawdowns
  • Coordinate timely annual independent financial audit
  • Support Winters Healthcare in the transition to Alternative Payment Model (APM) for 2023.
  • Develop financial projections and make recommendations for additional service lines

Qualifications:

  • Master’s degree in accounting/finance, economics, or business administration; CPA is a plus
  • 3 years in health care financial management and 5 years in non-profit financial management
  • Experience in financial management, strategic planning, and budget and grants management in healthcare
  • Thorough knowledge of and leadership in the proper application of GAAP, and financial policies and procedures
  • Strong background in financial accounting systems and working knowledge of grant budgeting and management

Hours:

  • This position is full-time at 32 - 40 hours per week on site. a minimum of one evening per month to attend the Board of Directors Finance Committee meeting; and 1-2 additional evenings throughout the year to attend the Board of Directors meeting as requested. Actual working hours may vary.

Expected Hire Date:

  • January 2023

Compensation and Benefits:

  • Equivalent annual salary for 1.0 FTE is $118,000 - $164,000 and is dependent on experience
  • Covered insurances include Medical, dental, vision, life, AD&D – 100% covered for employee

Director of Finance

Reports to: Executive Director

FLSA Status: Exempt & Salary

Summary of Duties:

The Director of Finance has overall responsibility for the development, organization, and direction of the financial activities of Winters Healthcare. The Director of Finance is a collaborative member of the Leadership Team and communicates sound judgement on all organizational aspects, including responsibility for the financial operations of the organization: all daily financial duties, internal controls, financial reporting, budgeting, audit coordination and accounting systems to support the operation of the organization. The Director of Finance, with support the Executive Director, Leadership Team (LT), and board of director’s Finance Committee. The Director of Finance is responsible for developing and implementing financial policies, procedures, and reporting to ensure compliance with all reporting and regulatory requirements including requirements associated with a 330 FQHC. The Director of Finance will be a representative of WHF to the Federal Bureau of Primary Health Care, California State agencies including the Department of Health services and the Office of Statewide Health Planning and Development, local and regional community clinics, hospitals and community clinic networks. The Director of Finance supervises, supports and leads the WHF billing, Accounts Payable/Receivable staff.

Essential Functions:

Responsible for all accounting functions ensuring accurate representation of the organization’s financial status including:

Leadership

  • Be a collaborative member of the LT and communicate sound judgement on all organizational aspects.
  • Be a strategic partner of the LT, providing leadership and guidance in federal and regulatory compliance as well as long-term operating and financial health
  • Attend monthly Board of Directors Finance Committee meetings, budget and audit presentations and other meetings as directed
  • Provide support of quality improvement and performance improvement efforts, and assist in the implementation and evaluation of related activities.

Budgets, Reports, and Grants Management:

  • Monitor and prepare accurate and timely monthly and annual financial statements to present to LT and Board of Directors
  • Prepare annual organizational budget twice a year and present budget revise to LT and Board of Directors
  • Develop and manage budgets for all new grant applications and ongoing grants
  • Develop budgets and feasibility analyses for proposed projects and programs
  • Ensure accurate and timely completion and submission of routine financial reports for federal, state, and private grants, including but not limited to FSR, PMS, UDS, OSHPD, Medicare, Medicaid, IRS Form 990 and state tax returns.
  • Responsible for grants management including contracts, expense reporting, grant reporting and filing grant reports as required.

Cash Flow

  • Oversee daily cash management and maintain bank accounts
  • Develop proper cash management tools to meet WHF financial objectives.
  • Reconcile checking account on a monthly basis.

Accounts Payable & Receivables

  • Ensures vendor invoices and payments are processed accurately and timely, within reasonable constraints of cash flow.
  • Analyses of patient revenue cycle. Ensures all charges, payments and allowances are being applied properly and timely.
  • Develop and manage Accounts Receivable (AR) and financial dashboard. All must be presented to WHF Board of Directors on a monthly basis.
  • Supervise, lead, and support AP/AR staff and Billing & Compliance Manager. Train new staff and interview in collaboration with the Director of Human Resources.

Payroll

  • In collaboration with the Director of HR, conduct staff payroll
  • Enter Payroll Journal into accounting software twice a month.

Insurance & Renewals

Oversee the Billing and Compliance Manager to ensure accurate and timely completion of the following insurances:

  • Directors and Officers (D&O),
  • Malpractice, General Liability and Property, and all other insurances as needed.

Audit

  • Coordinate timely annual independent financial audit in accordance with Federal and other regulatory agency audit requirements.
  • Ensure internal policy and procedure for auditing internal controls.
  • Operates in compliance with HRSA Federal Grant Regulations (Audit Requirements).

Policies and Procedures

  • Ensures appropriate policies and procedures are written, updated and monitored for finance, billing and AP departments.

Minimum Requirements:

Education and Work Experience

  • Master’s degree in accounting and finance, economics or business administration from an accredited college or university; CPA is a plus
  • 3 years in health care financial management and 5 years in non-profit financial management
  • Experience in financial management, strategic planning, and budget and grants management in a non-profit healthcare industry (Federally Qualified Health Center is preferred)

Knowledge, Skills and Abilities:

  • Strong background and experience using Microsoft Word and Excel, financial accounting systems, and specifically QuickBooks.
  • Understanding of billing and reimbursement issues associated with health care.
  • Strong leadership skills and the ability to provide planning, coordination and direction to billing staff.
  • Thorough knowledge of and leadership in the proper application of generally accepted accounting principles (GAAP), and financial policies and procedures.
  • Ability to understand and implement the financial requirements of providing health care within a highly regulated and constantly changing environment.
  • Planning skills to analyze program goals and objectives and provide sound judgement to ensure financial sustainability.
  • Knowledge of business and management principles, and of development of annual operating budget and accounting principles, including cost accounting, professional and patient billing, contract administration, preparation of annual financial audit; and ability to apply these principles to a health care environment.
  • Comfort and experience working with Information Technology (IT) for troubleshooting and making recommendations for improvements and efficiencies.
  • Demonstrated team experience, leadership skills, collaborative approach to solving problems and proven successes in implementation of team goals
  • Strong work ethic working in a team-oriented atmosphere, supporting others
  • Well-organized and detail-oriented with the ability to establish and maintain working relationships with the community, other health centers, employees and the public
  • Ability and comfort building relationships with coworkers and patients
  • Excellent organizational skills and ability to prioritize workload to enable timely completion of tasks. Ability to work effectively and independently under pressure

Other Requirements:

  • Authorization and consent for Winters Healthcare to investigate candidate’s background with a consumer report for employment purposes, to evaluate candidate/employee for employment, promotion, reassignment, or retention as an employee

Additional Desired Qualifications

  1. Certified Public Accounting certification (CPA)
  2. Working experience with Information Technology (IT)
  3. Bilingual fluency in English & Spanish

Operating hours:

  • Monday – Friday: 8:00 am - 5:00 pm

Hours:

  • This position is 32 or 40 hours per week on site (we are open on the exact hours and to be discussed with qualified candidates); with a minimum of one evening per month to attend the Board of Directors Finance Committee meeting; and 1-2 additional evenings throughout the year to attend the Board of Directors meeting as requested. Environmental/ Working Conditions:

The environment is a standard office environment on the second floor of a health center that includes medical, dental, behavioral health, and pharmacy services. Regular office hours are Monday through Friday. Occasionally, evenings, weekends and overtime may be required. Office hours may be changed as business needs dictate.
