Director of Finance – Full-time on site in Winters
We are on the lookout for an experienced, collaborative, strategic, and innovative Director of Finance to join our tea! We are committed to improving the health of our community and place emphasis on establishing trusting relationships. As the Director of Finance with Winters Healthcare – a non-profit Federally Qualified Health Center (FQHC) – you will have the overall responsibility for the development, management, and direction of our financial activities. You will work closely with the Executive Director and Leadership Team (LT) to communicate sound judgement on all organizational aspects and financial operations, and will ensure accurate representation of our financial status.
The Director of Finance will work as a department of one or two, alongside a team of 65 employees. Thus, the ideal candidate is comfortable with the day-to-day tasks (even some that are a bit mundane), and can also operate at a high level to provide strategy, leadership, and guidance in federal and regulatory compliance and long-term operating financial health. Overall responsibility includes (but not limited to): day-to-day tasks, prepare and present monthly and annual financial reports, annual budgets, develop and manage budgets for grant applications and ongoing grants, accurate completion of reports for Medicare, Medicaid, UDS, OSHPD, and IRS 990 state tax forms, coordinate timely annual independent financial audits, follow all GAAP, produce financial projections, and revise policies and procedures.

Director of Finance
Reports to: Executive Director
FLSA Status: Exempt & Salary
Summary of Duties:
The Director of Finance has overall responsibility for the development, organization, and direction of the financial activities of Winters Healthcare. The Director of Finance is a collaborative member of the Leadership Team and communicates sound judgement on all organizational aspects, including responsibility for the financial operations of the organization: all daily financial duties, internal controls, financial reporting, budgeting, audit coordination and accounting systems to support the operation of the organization. The Director of Finance, with support the Executive Director, Leadership Team (LT), and board of director’s Finance Committee. The Director of Finance is responsible for developing and implementing financial policies, procedures, and reporting to ensure compliance with all reporting and regulatory requirements including requirements associated with a 330 FQHC. The Director of Finance will be a representative of WHF to the Federal Bureau of Primary Health Care, California State agencies including the Department of Health services and the Office of Statewide Health Planning and Development, local and regional community clinics, hospitals and community clinic networks. The Director of Finance supervises, supports and leads the WHF billing, Accounts Payable/Receivable staff.

This job requires physical effort and the ability to place or retrieve items at below waist level may be required.

Environmental/ Working Conditions:
The environment is a standard office environment on the second floor of a health center that includes medical, dental, behavioral health, and pharmacy services. Regular office hours are Monday through Friday. Occasionally, evenings, weekends and overtime may be required. Office hours may be changed as business needs dictate.
